Help

As a Supervisory Information Specialist (Systems Analyst), GS-2210-15, you will serve as Deputy Director responsible for providing leadership and direction over the activities of the group that includes the development, implementation, and maintenance of the IT budgets, contracts, procurements, policies, communications and outreach that support the strategic goals and business drives fo the Agency.

Specifically you will:

  • Plan and direct an ongoing capital planning and investment control program for managing CMS IT investments to ensures that IT resources are acquired and managed effectively and innovative processes and technologies are adopted.
  • Direct activities to support day-to-day OIT budget execution: monitors funding levels and contract burn rates, manages award fees, conducts regular oversight of contract provisions, and recommends corrective actions when necessary.
  • Plan and manage OIT and Agency-wide contracts and procurements in conjunction with the Office of Acquisition and Grant Management (OAGM).
  • Advise the IT Capital Planning Group Director, Chief Information Officer (CIO)/Office Director and executives in other CMS components regarding procurement strategies for IT efforts in support of CMS programs.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT.

You must demonstrated each of the four IT-related competencies:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations

In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Directing an IT Governance program using best practices in IT investment management strategies and execution; 2) developing strategic initiatives to address gaps between IT investments and business priorities; and 3) managing work performed by staff members and/or contractors.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
