• Performs regulatory economics and economics analysis
• Performs operational research, lean six sigma, or data science
• Performs assignments requiring the application of fundamental principles, concepts, techniques, and guidelines in the area of auditing or audit evaluation
• Participates as a team member and/or leads an audit team
• Evaluates agency programs and operations for compliance and adherence to regulations and adequacy of internal controls over operations
• Makes recommendations for corrective actions and writes audit working papers and reports utilizing generally accepted accounting and auditing principles

• Knowledge of auditing standards, generally accepted accounting and auditing principles; auditing concepts, methodologies, procedures, analytical techniques, and internal control reviews
• Skills in analyzing various information/problems and presenting findings and recommendations
• Ability to express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately
• Ability to write in a clear, concise, organized, and convincing manner for the intended audience
• Ability to apply effective project management and work on a team, whether as a team member or leader, to accomplish project objectives and goals
• Knowledge in auditing or evaluating program operations

Qualifications

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 12/13/2017will be considered.

MINIMUM QUALIFICATIONS:

You must meet ALL of the minimum qualifications listed below.

• Bachelor's degree in economics, industrial engineering, accounting or any other degree that includes 24 semester hours in accounting
• At least four (4) years' experience conducting six sigma or program and performance audits. Specialized experience in Postal Service operations,cost and pricing, industrial engineering, data science, and operations research can be substituted for one to three years of audit experience

• Economics or Industrial Engineering Degree
• Advanced Degree
• Professional certification(s), i.e.: CPA, CIA, SixSigma, etc.
• Specialized audit experience to include Six Sigma or auditing Postal Service operations and data systems related to cost and pricing,; and conducting complex enterprise-wide audits
• TeamMate Experience

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The Human Resources Office will review your resume and supporting documentation to ensure that you meet the minimum qualifications required for this position. You will no longer be considered for this position if you: fail to respond to all of the questions in the self-assessment questionnaire; fail to address a factor in the narrative section or state "see resume" or similar language; receive a zero (0) rating on any evaluation factor; fail to attach all required documentation; if your application materials indicate that you are not minimally-qualified for this position; or if you fail to qualify on the interview and/or writing assessment. Only the top-rated candidates will be referred to a review official or the selecting official for further consideration. If your application is referred to the review official, the reviewer will compare your self-assessment questionnaire responses to your resume and supporting documentation.
