The ideal candidate demonstrates the ability to work with several specific telecommunications systems and key components. This position starts at a salary of $54,972 (GS-09, step 1). If selected at the (GS-11, step 1), the position starts at a salary of $66,510, with promotion potential to (GS-12). Apply today!

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Duties

Help

In this position, you will perform technical work dealing with the organization's voice and/or data communications systems.

Typical assignments include:

  • Analyzing and supporting requirements for a range of user communications needs primarily related to phone and data lines on the NETC campus.
  • Providing support in maintaining, repairing, installing and trouble-shooting a wide range of network related hardware to include FEMA switches, network cabling and fiber that connects all campus information technology systems, VTC's, faxes, analog and digital related systems used on campus.
  • Translating the needs of users relative to data communication into technical requirements and equipment installation and repair.
  • Preparing recommendations to management on adopting economical/effective telecommunications.

You qualify for this position at the GS-09 level (starting salary $54,972) if you possess the following: One full year of specialized experience at the GS-07 level that demonstrates the following: 1) Demonstrate the experience of working a digital (i.e. T1 circuit) which includes analog communications requirement and operating techniques. 2) Demonstrate the familiarization working with telecommunication operations, modifications, and upgrades. 3) Demonstrate the skill possessed in assisting with maintenance/repair/troubleshooting on telecommunications equipment such as switches, telephones, private branch exchange and cabled networks.

master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related

You qualify for this position at the GS-11 level (starting salary $66,510) if you possess the following:One full year of specialized experience at the GS-09 level that demonstrates the following: 1) Demonstrate the familiarization working with Nortel/Avaya and Private Exchange or a system with comparable communications server. 2) Demonstrate the experience working with digital (i.e. T1 circuit) and analog communications requirements and operating techniques. 3) Conducting telecommunication operations, modifications and upgrades 4) Demonstrate the skill possessed in assisting with maintenance/repair/troubleshooting on telecommunications equipment such as switches, telephones, private branch exchange and cabled networks.

Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 days of the closing date of this announcement.

Education

This position has an Individual Occupation Requirement. If you are qualifying through education, or a combination of education and experience, the education must be in:

Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
