Summary

The mission of IMLS is to inspire libraries and museums to advance innovation, lifelong learning, and cultural and civic engagement. We provide leadership through research, policy development, and grant making. IMLS is the primary source of federal support for the nation's 123,000 libraries and 35,000 museums.

This position is that of Associate Deputy Director, Institute of Museum and Library Services, Office of Library Services, Discretionary Programs. Under the general direction of the Deputy Director, Office of Library Services, the incumbent is responsible for implementation of national programs of support and assistance to libraries. Primary responsibilities include oversight of the implementation of agency library discretionary grant programs (National Leadership Grants, Laura Bush 21st Century Librarian grants, and the Native American- Native Hawaiian Library grants) and special initiatives as assigned. The Associate Deputy participates in general Library Office administration and is responsible for ensuring that financial administration of library grant programs meets the programs' goals. The incumbent advises the Deputy Director, OLS, and Director regarding agency library program policies for implementation and improvement of existing programs; development of new grant programs; advancement of special initiatives. The Associate Deputy coordinates with other senior level staff to advance the work of the agency; may serve as liaison to program office services providers; and provides for representation of agency programs, policy and interests to library constituents, the general public and special interest groups.

Help

The Associate Deputy, working as an integral member of an agency-wide team, plays a key role in development of the broader strategic vision and implementation of existing and emerging programs to increase public access to information, ideas and community networks; support lifelong learning, and foster vibrant communities.

  • Implements national programs of grant support to libraries, including discretionary grant programs for libraries, library services to indigenous populations, and other programs as required.
  • Supervises program officers and program specialists to carry out grant programs.
  • Assigns, prioritizes, monitors, and evaluates work performance of Discretionary Programs staff.
  • Advises the Deputy Director, OLS, and Director on the impact of policy decisions on existing programs.
  • Makes substantial contributions to the development of the agency's library support activities through suggestions and recommendations for meeting agency mission.
  • Assists the Deputy Director, OLS, and Director in developing new or amended program policies, regulations, or procedures as needed to improve the performance of the agency's grant making functions.
  • With the Deputy Director, OLS, and Director, manages the development of new program policy, regulations, guidelines and procedures for State grant programs and for other initiatives as required. Recommends and oversees implementation of policy or procedural changes as a result of analysis and evaluations.
  • Takes an essential leadership role in "building bridges" within IMLS.
  • Fosters communications among the various IMLS offices and staffs, participates in establishing agency plans, team-building, and identifying new ways to work together, furthering the integration of the work of the staffs, setting overall goals, and devising strategies to accomplish and assess progress towards those goals.
  • Advises the Deputy Director, OLS, COO, and Director on agency budget preparation as it relates to OLS programs and agency submissions to OMB, Congress and/or other federal agencies concerning OLS programs.
  • Identifies and assesses need for support services to the program office by other federal offices and by private contractors. Ensures applicability, quality and appropriateness of such activities. Serves as a selection official for these services and supervises support contractors.
  • Represents the agency's library discretionary programs to library constituents, the general public, and special interest groups.
  • Oversees program staff representation at professional association meetings, workshops, conferences, and seminars.
  • Develops and maintains communications and contacts with other federal agencies and identifies opportunities for discussion with private foundations, local and state governments, and other external entities as appropriate to facilitate coordination and communications.
  • Has primary responsibility within OLS for leadership in the area of regulations pertaining to administration of federal discretionary grants.
  • Contributes expertise to the development of legislation.
  • Oversees special projects as assigned by the Deputy Director, OLS, including cooperative agreements and interagency agreements/MOUs, and may take a leadership role for OLS in joint work with other federal agencies.
  • Undertakes or coordinates projects of special outreach or promotion of agency interests. Evaluates the effectiveness of these activities and reports on the need for projects that will assist OLS in its ability to further its mission.

The incumbent functions as a Front Line supervisor over a staff of at least six graded professional employees through grade GS-13.

The incumbent serves as a technical advisor for the Office of Library Services in providing leadership in performing or directing advisory and project-oriented assignments, the effect of which is to impact the core program(s) and administrative operations throughout OLS and the success of the agency's mission. Will serve as OLS-Discretionary representative to various intra-agency initiatives, providing departmental leadership and decision-making on behalf of OLS-Discretionary.

This position assumes responsibility for recommending some of the following actions to the Deputy Director:
  • take any of the actions that are delegated below to Program Officers;
  • sign award notification documents;
  • approve changes in the scope of a project that are not deemed to be substantial;
  • approve extensions longer than one year or second and subsequent extensions;
  • waive any provision of an award that is a matter of program policy and is not governed by agency regulations or the government-wide standard requirements; and
  • request the Deputy Director's approval of a funding amendment to go forward to the Director.
In the prolonged absence of the Deputy Director, OLS consults with the Director, IMLS, on policy issues as needed.

Performs other related duties as assigned.
