The Associate Deputy, working as an integral member of an agency-wide team, plays a key role in development of the broader strategic vision and implementation of existing and emerging programs to increase public access to information, ideas and community networks; support lifelong learning, and foster vibrant communities.
Advises the Deputy Director, OLS, and Director on the impact of policy decisions on existing programs.
Makes substantial contributions to the development of the agency's library support activities through suggestions and recommendations for meeting agency mission.
Assists the Deputy Director, OLS, and Director in developing new or amended program policies, regulations, or procedures as needed to improve the performance of the agency's grant making functions and with the Deputy Director, OLS, and Director, manages the development of new program policy, regulations, guidelines and procedures for State grant programs and for other initiatives as required.
Recommends and oversees implementation of policy or procedural changes as a result of analysis and evaluations.
Advises the Deputy Director, OLS, COO, and Director on agency budget preparation as it relates to OLS programs and agency submissions to OMB, Congress and/or other federal agencies concerning OLS programs.
Identifies and assesses need for support services to the program office by other federal offices and by private contractors.
Ensures applicability, quality and appropriateness of such activities.
Represents IMLS and the agency's State grants programs, to library constituents, the general public, and special interest groups.
Oversees program staff representation at professional association meetings, workshops, conferences, and seminars.
Develops and maintains communications and contacts with other federal agencies and identifies opportunities for discussion with private foundations, local and state governments, and other external entities as appropriate to facilitate coordination and communications.
Has primary responsibility within the agency for leadership in the area of regulations pertaining to administration of federal grants to States.
Contributes expertise to the development of legislation.
Oversees special projects as assigned by the Deputy Director, OLS, including cooperative agreements and interagency agreements/MOUs.
Undertakes or coordinates projects of special outreach or promotion of agency interests. Evaluates the effectiveness of these activities and reports on the need for projects that will assist OLS in its ability to further its mission.
The incumbent functions as a Front Line supervisor over a staff of at least three graded professional employees through grade GS-13.
Plans and assigns work; delegates responsibilities; establishes priorities; and ensures the full utilization, development, and motivation of staff.
Approves leave and recommends personnel actions.
Works closely with staff to continuously improve internal workflows, assignments and communications. Develops performance standards and evaluates staff performance and overall effectiveness in meeting established OLS goals and objectives.
Ensures that resources are acquired and managed in accordance with OLS and IMLS policy and procedures in order to maximize cost effectiveness.
The incumbent serves as a technical advisor for the Office of Library Services in providing leadership in performing or directing advisory and project-oriented assignments, the effect of which is to impact the core program(s) and administrative operations throughout OLS and the success of the agency's mission.
This position assumes responsibility for recommending some of the following actions to the Deputy Director:
take any of the actions that are delegated below to Program Officers;
sign award notification documents;
approve changes in the scope of discretionary grants to Pacific Territories projects that are not deemed to be substantial;
waive any provision of an award that is a matter of program policy and is not governed by agency regulations or the government-wide standard requirements; and
request the Deputy Director's approval of a funding amendment to go forward to the Director.
In the prolonged absence of the Deputy Director, OLS consults with the Director, IMLS, on policy issues as needed.
This position requires a background investigation.

This position may require completing a one-year probationary period.
