The purpose of this position is to contribute at a significant level to the Lead IG mission to include serving within its operational cells with direct knowledge and experience with OCO oversight operations. The work is integral to the reporting on the audits, evaluations, inspections in OCO locations and contributing to the oversight planning, data call assistance, and reporting activities which are key mission critical initiatives of the OIG/Lead IG. As such, expert verbal and communication skills are required in that the incumbent will be the principal liaison between various oversight entities and in theater military command representatives to garner support for the Lead Inspector General mission and execution of oversight activities.
Up to 25% of the incumbent's time will be spent:
Collaborating/liaising with officials and representatives of the offices of the on-site COCOM, Defense, DOS, USAID, and other Federal agencies to assure that DoD policies, methods, and procedures in combating fraud, waste, and mismanagement are understood, effective, and responsive. The incumbent must be able to skillfully anticipate sensitive problems with stakeholders; skillfully negotiate and implement innovative and cost effective solutions; and be adept at balancing customer needs with resource and policy constraints.
Overseeing necessary support to deployed DOD OIG personnel, including administrative and "quality of life" support of DOD OIG personnel deployed
Long term in the Command's area of operations and coordinating administrative and logistical support for short-term TDY deployments of DOD OIG assessment/audit teams, or visiting headquarters personnel.
The incumbent will lead and participate in briefings to stakeholders and ODIG OCO management and have the ability to effectively conduct interviews with management officials and employees of inspected or evaluated activities collecting complete and relevant information.
The remaining 75% of the incumbent's time will be dedicated to:
Performing mastery level research, reviews of oversight agency reports, analytic and writing duties, requiring expert written skills in order to prepare briefings, reports, or other written products that comply with the OIG's editorial manual and supports the publication standards used for quarterly reports and the COP-OCO.
Working significantly with, and contribute to the effort(s) of the ODIG OCO Directorates of Strategic Planning, Joint Program Management, and Strategic Communication to assist in achieving mission accomplishment through the continual collection and analysis of data and written contribution to quarterly reports and the COP-OCO.
Analyzing high priority areas and managing outreach efforts to identify potential targets of opportunity and designs and recommends options to meet mission requirements; Preparing, with minimal preparation time, executive summaries of materials that enable senior leaders to remain fully knowledgeable of key issues.
Continuously updating the Deputy Inspector General for Overseas Contingency Operations (DIG OCO) and senior leaders on Lead Inspector General mission issues.
These positions are being filled using 5 U.S. Code § 3161 authority. The positions are temporary and available for 13 months increments. These temporary positions may be terminated early or extended beyond the 13-month period based upon incumbent performance and the needs of the OIG/Lead IG mission.
Contingency Operations employees may be required to travel to contingency operations locations, such as Southwest Asia. Travel will generally be in 90, 120, 180 day rotations and may include benefits, such as danger pay, post differential, and overtime. All candidates must meet specific requirements set forth by the related Combatant Command, such as CENTCOM, to be qualified to travel.
Position has been designated as Non-Critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.
New Hires are required to submit to urinalysis to screen for illegal drug use prior to appointment and are subject to random drug testing for the duration of service with DoD OIG. Organizational entities within the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.
U.S. Citizenship is required for this position.
Requires 50% or more of temporary duty (TDY) travel within the Continental United States (CONUS) and Outside of the Continental United States (OCONUS.)

Knowledge Requirements/Skills for Senior Program Analyst (Senior Country Representative for Southwest Asia) 0343 Series position:

The incumbent serves as the primary POC for responding to, and resolving, and issues or questions on oversight.
Expertise in assimilating complex information of a multi-disciplinary nature into written analysis and summaries which effectively contribute to oversight and publication requirements of the Lead IG mission as defined within Section 8L of the IG Act.
Direct experience successfully briefing and interacting with senior level military officials on matters related to audits, evaluations, and assessments.
Direct experience serving in an OCO location or conducting oversight projects from CONUS, which affect OCOs.
Expert experience in communicating complex and technical information orally and in writing
