Summary

The Office of Audit (OA) is responsible for conducting and supervising audits relating to the Department of Labor’s programs and operations; recommending policies for activities designed to promote economy, efficiency, and effectiveness in the administration of the Department’s programs and operations; and preventing and detecting fraud, waste, abuse, and mismanagement in these programs and operations.

Help

Major duties (at the GS-5 level):

1. As a trainee, the incumbent performs a variety of tasks designed to provide experience in assisting in the conduct of audits. Uses electronic spreadsheet, word processing, and database applications to assist in performing the duties of the position.

2. Studies audit guides and program manuals, laws, rules, and regulations to understand the audit subjects being evaluated.

3. Conducts research of specific laws, regulations, internal policies and procedures, contracts, grant documents as requested.

4. Prepares audit work papers, using prescribed formats, to document information necessary to support audit work.

5. Examines financial and other documents to determine if transactions were properly supported in accordance with pertinent laws or regulations.

*CONTINUATION FROM EDUCATION REQUIREMENTS*

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

GS-5: 4-year course of study leading to a bachelor's degree.

GS-7: 1 full year of graduate level education or superior academic achievement.

GS-9: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

You must submit academic transcripts demonstrating that you meet the qualifying educational requirements. If specific course work is required to fulfill the eligibility and/or minimum qualification requirements, you must supply transcripts from each academic institution in which the required courses were taken in order to receive credit for that course work. If you do not submit sufficient academic documentation necessary to demonstrate that you meet the eligibility and minimum qualification requirements described in this announcement, your application will be deemed incomplete and you will be ineligible for further consideration for this vacancy.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, in the Federal Service.

For the GS-05: Specialized experience is experience which includes but is not limited to conducting research to identify and retreive data or information relevant to the objective of the research or audit; documenting work performed using proper grammar, punctuation and spelling and identifying the purpose, nature, timing, and extent, and results of the work performed including conclusions; and using time appropriately to complete multiple tasks by given deadlines.

For the GS-07: Specialized experience is experience that includes but is not limited to assisting in the identification of applicable laws and regulations applicable to the subject of research or audit; presenting conclusions, findings, or recommendations to senior Auditor for potential use in developing audit assignments; and prepares or assists in preparing audits using proper grammar, puncuation and spelling and identifying the purpose, nature, timing, extent, and results of the work performed including conclusions.

For the GS-09: Specialized experience for this position includes, but is not limited to presenting conclusions, findings, or recommendations to a senior Auditor or supervisor for potential use in developing report findings; using time appropriately to complete multiple tasks by given deadlines; documenting work performed using proper grammar, punctuation and spelling to describe the purpose, nature, timing, extent and results of the work performed; conducting research to identify and retrieve data or information relevant to the objective of the research or audit; and assisting in the identification of laws, regulations procedures applicable to the subject of research or audit.

NOTE: A writing sample may be required at the time of interview.

This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

Education

GS-5,7, and 9 levels must meet basic education requirements prior to appointment.

1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR 2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
