Summary

The program specialist serves as a Senior Innovation Specialist in National Digital Initiatives (NDI), in the National Programs Directorate within the National & International Outreach (NIO) Service Unit of the Library of Congress. The position reports directly to the NDI Director who provides administrative and policy direction concerning overall project priorities and objectives.

Help

The Library of Congress has millions of digital items available to the American public online, and we would like to make them even more usable and accessible. Some of the one-of-a-kind items you’ll find are scanned images of handwritten pages. Sometimes that handwriting can be hard to read and it’s not full-text searchable. The Library is starting a program to invite the public to help transcribe these collections. Through the Library’s FLICKR project and the Beyond Words pilot, we have had success enhancing our collections by engaging with the public. We are now expanding our capability for the public engagement and seeking a Program Specialist to lead the development of a robust crowdsourcing platform and program for transcribing, tagging and adding information about a rich array of digital collections. The development of the service will include collaboration among curatorial and technical divisions, for which the Program Specialist will lead. Developing, executing and evaluating plans for community management and outreach will also be the responsibility of the Program Specialist, including developing relationships with innovators at other cultural heritage institutions.

The incumbent will be the product owner for crowdsourcing projects at the Library of Congress. This includes shepherding a software development project from inception to launch, advising on the selection of candidate collections, and interacting with the community of transcribers to maximize the benefit of the program.

The incumbent in this job is technical, but not necessarily a developer, and needs to be able to help subject matter experts articulate requirements, participate on an agile software development project, and help ensure system design is sensible, works with the bigger picture of the Library of Congress, and meets the stated needs. Uses a working knowledge of institutional-level digital preservation and access, digitization, rights issues, metadata issues, major digital access initiatives, APls, data hosting and sharing technology to help steer this program (and others) in the right direction.

Serves as a resource on advances of digital humanities/scholarship, including crowdsourcing. An important part of that work will be maintaining relationships with other implementers and with members of the Library of Congress staff whose expertise can improve the program. Must have a working familiarity with what’s going on broadly in digital transformations in information organizations (to include libraries, news organizations, archives, museums) and what opportunities the Library should consider.

Interacts with the public, online and in person. Part of this includes using a data-driven approach to maximize engagement with the platform. Responds to difficult questions with deft and sensitivity.

The incumbent will be asked to speak at high-level meetings, including with agency heads and to groups, with fluency and enthusiasm and will write about somewhat technical topics for a general audience, writing engaging prose that helps explain complex topics.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to plan, organize, and coordinate projects and programs with national reach.**

Knowledge of digital technologies and methods in librarianship, humanities, scholarship, or research.**

Ability to write about technical concepts.**

Ability to build relationships with diverse external organizations to accomplish organizational goals

Ability to present information orally.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
