CAPELLEN, LUXEMBOURG
This position is located in Capellen, Luxemburg. The Grand-Duchy of Luxembourg is a small country located between Belgium, France and Germany, which are within less than an hour's drive. Capellen is located in south-western Luxemburg, about 12 Km west of Luxemburg city, host of the European Economic Union Institutions. The NATO Support Agency (NSPA) is the largest employer in town, with some 1000 employees. The average weather is mild with little extremes of hot or cold seasonal condition. Help

The incumbent is responsible to the Alliance Future Surveillance Control (AFSC) Project Manager for the management of engineering and technical tasks required to complete the AFSC Concept Stage. More precisely, he/she is responsible for performing the following functions: Establishing annual workload forecasts for technical staff. Preparing and justifying the annual Organisation and Personnel Establishment (O&PE) proposals for technical staff. Advising the Project Manager in all AFSC engineering aspects. Performing analyses of customer requirements. Defining requirements in the context of contract preparation. Preparing Statements of Work (SOWs) and coordinating them with customers. Exercising technical performance management of the AFSC contracts. Engaging with the contractors in all technical matters and ensuring progress against plans and objectives. Resolving technical discrepancies and disputes. Performing technical coordination of AFSC specialists and risk reduction studies. Providing regular reports for the AFSC shareholders [including the NATO Security Investment Programme (NSIP) quarterly reports]. Identifying the engineering and logistic support requirements and acting as the focal point between contractors, other NATO Bodies and Agencies concerning open issues. Managing all Engineering Change Proposals (ECPs) to ensure the timely satisfaction of AFSC military requirements and that the related operational, functional and performance requirements for the AFSC are correctly reflected in the AFSC capability architecture.

Qualifications

In order to qualify, you must meet the education and specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-13).
One year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills and abilities of the position being filled.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education

Educational Requirements for applicants selected as U.S. Federal employees into this NATO international Position:

Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
