Help

The successful selectee will perform the following duties:

  • Develop and evaluate communication strategies to disseminate information and data about the science and technology (S&T) program of the Department of the Navy.
  • Manage, design and/or execute public and media affairs, including campaigns to convey complex scientific and technical information to specialized and general public and local, national and international media.
  • Evaluate problems encountered in communicating research programs and topics, and advise managers on the optimum communication vehicle and specific information methods to overcome communication obstacles.
  • Research, formulate and coordinate responses to queries from the public as well as local, national and international news media.
  • Consult with the Naval Research Laboratory (NRL) and other ONR field offices to develop strategies that promote the naval S&T programs and/or manage the impact of controversial issues to the media and public.
  • Represent ONR in public affairs matters with other government agencies and local, regional and national groups and/or symposia, such as Navy League, the Oceanographic Society and the National Academy of Sciences.
  • Research and write technical and policy "by-line" articles for the Chief of Naval Research for publication in national magazines.
  • Maintain a working relationship with the news media, specialized and general publics, academia, industrial and government public affairs offices, and leaders of the S&T community, and serve as spokesperson providing "on the record" information about ONR programs.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. Applicants must meet all areas of this SPF in order to be found minimally qualified for the position. Failure to meet all areas of this SPF will result in a rating of Ineligible. The selective placement factor is: Demonstrated experience writing technical and policy "by-line" articles for senior executives for publication in national magazines; demonstrated knowledge of research and development (R&D) activities and experience writing material for the media that conveys scientific and technical information; and, demonstrated experience developing and evaluating communication strategies to disseminate information about science and technology (S&T) programs.

In addition, your resume must demonstrate at least one year of specialized experience at or equivalent to the NO-02 (GS-05/10) grade level or pay band in the Federal service or equivalent experience in the private or public sector performing some or all of the following duties: 1) managing media affairs; 2) managing public affairs and community outreach; 3) developing various forms of content such as releases, blogs, podcasts, video, photos, advertisements, speeches and/or presentations for complex technical, scientific and/or administrative issues; 4) recommending new public affairs strategies and initiatives and analyzing feedback from the media and public; and, 5) planning and coordinating special events to develop and/or strengthen interest in agency programs; OR, Successful completion of a Ph.D. or equivalent doctoral degree; OR, successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR, successful completion of an LL.M. degree that is related to the position being filled; OR, a combination of experience and graduate education as described above that equates to one year of experience.

This position has promotion potential to the NO-04 (GS-13) pay band/grade level. If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
