As the mechanical engineer the incumbent directs and/or manages the following three areas: mechanical engineering design/development work, mechanical engineering project planning and engineering problem resolution. In mechanical engineering design and development work he/she will direct or manage the development and design of large, new, and unusually complex technology, equipment, or systems that impact national programs and result in major advancement in the state of the art of broad technologies. The incumbent applies principles of mechanical engineering extensively in performing statics, dynamics, stress analysis, kinematics and utilizes 3D parametric CAD programs as ProE/Creo to design mechanical systems for the development of aerospace systems, payloads, research facilities, instruments, aircraft modifications, structures, mechanisms or mission support equipment. Leads, directs and integrates a broad range of mechanical systems and interdisciplinary design, analysis, verification and test activities. Plans, directs, and conducts conceptual definition studies and analyses for a variety of advanced mechanical systems on proposed new projects for which no precedents are available. Initiates and directs investigations and engineering analyses to prove or disprove design criteria and to find solutions to critical problems or anomalies in design, construction, production, or operations of mechanical systems in aerospace systems, payloads, research facilities, instruments, aircraft modifications, structures, mechanisms or mission support equipment.

In mechanical engineering project planning the incumbent serves as an expert consultant in planning, monitoring, and administering projects of national or international significance characterized by greatly changing physical environment, critical problems, or other similar variables and unknowns. He/she makes contributions to long range project planning and to the formulation, modification, and determination of overall objectives. Serves as an authoritative source of information for decisions and guidance concerning changes in program objectives relating to the management of the total project effort, especially for mechanical systems development activities. Provides overall technical insight into the development and management of policies, procedures, and operational schedules necessary for new mechanical systems and functions in aerospace systems, payloads, research facilities, instruments, aircraft modifications, structures, mechanisms or mission support equipment.

For engineering problem resolution the incumbent serves as the analysis expert and technical advisor/consultant to management, projects, the agency, other government agencies, and industry. Serves as expert consultant in the resolution of the most challenging mechanical engineering problems on projects of national or international scope and impact, characterized by a need for new theoretical treatments, instrumentation, equipment, and procedures. Applies expert technical knowledge of professional engineering and scientific concepts, methods, and procedures to analyze and define the requirements of multi-phase hardware development projects. Guides the analysis of unique problems developing new and improved problem resolution techniques and methods for the development of aerospace systems, payloads, research facilities, instruments, aircraft modifications, structures, mechanisms or mission support equipment. He/she provides expert leadership and guidance to engineers in order to keep all abreast of the latest trends and innovations in mechanical systems design, analysis, or testing techniques and procedures.

Conditions of employment

  • A one-year probationary period may be required
  • Position subject to pre-employment background investigation
  • Occasional travel may be required
  • Must meet qualification requirements by the announcement closing date

U.S. citizenship is required.

Qualifications

Applicants must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

Qualifications for the GS-14:

Specialized experience equivalent to the GS-13 grade in the Federal service is defined as experience in applying mechanical engineering principles such as statics, dynamics, stress analysis, and kinematics to lead or manage the design and development of major elements or subsystems of aerospace systems, research facilities, instruments, structures, and/or mission support equipment; AND experience in 3D parametric CAD programs (such as ProE/Creo) with extensive experience in mechanical design.

Qualifications for the GS-15:

Specialized experience equivalent to the GS-14 level in the Federal service is defined as experience applying mechanical engineering principles such as statics, dynamics, stress analysis, and kinematics to lead or manage projects of significant scope and complexity requiring multi-discipline design and development of aerospace systems, research facilities, instruments, structures, and/or mission support; AND experience in 3D parametric CAD programs (such as ProE/Creo) with extensive experience in mechanical design.

Education

In order to qualify for this position you must meet the Basic Education Requirement

Applicants must have successfully completed an undergraduate or graduate degree with a major in either a) engineering from a college or university that has ABET accredited engineering programs or b) Physical Science, Mathematics, Life Science, Computer Science, Other fields of science.

Degrees in engineering technology are not considered to be qualifying for this position.

The degree must have been received in the year of, or any year subsequent to the original date of accreditation. To find out if a school has an ABET accreditation, go to
ABET accredited schools

Applicants must list their majors in the resume.

FOREIGN EDUCATION: ABET accreditation requirement applies to foreign education. Applicants who have completed part or all of their education outside the U.S. must have their foreign education evaluated by an accredited organization to ensure that the foreign education is comparable to the education received in accredited educational institutions in the U.S. If selected, a written evaluation of any foreign education must be provided to the Human Resources official making the offer. Please indicate in your resume that you have had your foreign education formally evaluated. Failure to provide this evaluation will result in your being found unqualified for the position.
