This position is being filled under the Acquisition Expedited Hiring Authority (EHA) using OPM's Direct Hire Authority.

This position will be filled as an NH-04 Medium, with a starting salary of $112,021 to $155,122 (includes 27.10% locality), unless statutory or regulatory rates prevail.

In this position, you will serve as a Program Analyst and advise leadership on all matters related to program cost, schedule, and performance across the Ballistic Missile Defense System (BMDS). You will ensure that BMDS program/project requirements are properly identified, budgeted, and acquired in accordance with Agency and DoD acquisition regulations and policies.

This position is located in the Missile Defense Agency, Program Executive for Aegis BMD, (AB).

Duties

Help

As a Program Analyst you will be responsible for the following duties:

  • Expertly advise the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule, and performance across the Ballistic Missile Defense System (BMDS).
  • Ensure that BMDS program/project requirements are properly identified, budgeted, and acquired in accordance with Agency and DoD acquisition regulation policies.
  • Assess, manage, and eliminate risk related to program cost, schedule and performance.
  • Work to identify and conduct special studies and analyses lo determine the future course of the MDA program efficiency by identifying and proposing new organizational structures, realignment of functions and staffing.
  • Improve operating concepts and criteria and stimulate the development of improved policies, methodologies and techniques across the BMDS.
  • Research, analyze, and participate in drafting and review comprehensive reports to Congress, and prepare, review and document draft testimony and responses to Congressional or external inquiries.

THIS IS A CRITICAL ACQUISITION POSITION (CAP). Selectee for this position
will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position.
This position requires Acquisition Workforce Level III certification in Program Management. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.
Selectee or incumbent must be able to obtain the appropriate certification level for their position.
Candidates must meet the physical and suitability standards both prior to and during employment in this position.

Qualifications

You must have one year Specialized Experience equivalent to the NH-03/GS-13 level in the Federal service (experience may have been gained in the private/military sector) giving the particular experience to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume.

Specialized experience required for this position is: Experience with the acquisition of complex weapon systems, to include the BMDS or equivalent systems, experience evaluating program risk, cost, schedule and performance.
