Summary

The Deputy Inspector General serves as the alternate to the Inspector General and plays an integral role in the strategic direction, management and administration of the Office of Inspector General (OIG) and its oversight of the Corporation for National and Community Service (CNCS). This includes active participation in the development and direction of audits and investigations, overseeing a robust information technology function, liaising with CNCS counterparts and providing strategic advice to the Inspector General. The audit, investigations and administrative support functions in OIG report to the Deputy Inspector General.

Duties

Help

  • Collaborates with the Inspector General and the Office's senior management on strategic initiatives, establishing objectives and setting goals for OIG. Oversees and integrates the activities of all OIG components to fulfill strategic plans and objectives and accomplish OIG mission.
  • Ensures the integration of all OIG functions and operations to fulfill strategic plans and initiatives.
  • With the Inspector General, works with CNCS management and Congress to improve CNCS's performance and maintain the integrity of its programs and activities.
  • Assists the Inspector General in performing supervisory functions. Serves as the direct line supervisor of the Assistant Inspector General for Investigations, Assistant Inspector General for Audits and other senior staff.
  • Promotes a diverse and inclusive workplace. Ensures that employees are appropriately recruited, selected, appraised and rewarded and takes appropriate action to address performance deficiencies, when necessary.
  • Cultivates and maintains cooperative relationships with key officials in CNCS.
  • Understands and applies federal laws, regulations and principles relating to the OIG's mission within CNCS. Participates in activities of the Council of Inspectors General on Integrity and Efficiency.
  • Develops and maintains up-to-date knowledge of management principles, theories and practices necessary to achieve organizational effectiveness.
  • Serves as a thought leader and change agent, within OIG. Promotes appropriate cooperation across organizational boundaries within CNCS to reach mutual goals.
Additional duties if selected under the 0905, General Attorney series:
  • Provides legal guidance to senior OIG staff on implementation of new statutory laws, regulatory guidance, policy or practices. Participates in activities of the Council of Inspectors General on Integrity and Efficiency.
  • Reviews investigative, audit reports and other official correspondence, ensures that legal standards are meet for findings and recommendations.
  • Reviews agency policy, provides legal opinion or comments on behalf of OIG for agency consideration.

Qualifications

Basic Job Requirements:
As a basic requirement, your resume must clearly demonstrate progressively responsible leadership experience that validates executive level managerial capabilities in a job or combination of functions directly related to this position. Typically, experience of this nature will have been gained at, or above, the GS-15 level in the Federal service or the NX-01 pay band at CNCS. In addition, you should have a broad range of progressively responsible experience in providing leadership, direction and coordination in improving the economy, efficiency and effectiveness of an agency/organization's operations and detecting and preventing waste, fraud and abuse, as directly related to the skills and abilities outlined under the Technical Qualification (TQ) and Executive Core Qualifications (ECQ's) identified below.

Executive Core Qualifications (ECQs)

ECQ 1: Leading Change

This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2: Leading People
This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3: Results Driven - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4: Business Acumen
This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5: Building Coalitions
This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Mandatory Technical Qualifications (TQs):

TQ 1: Proven leadership experience making timely and effective decisions that produce observable results in the areas of organizational accountability, integrity, and ethical performance.

TQ 2: Knowledge of sufficient scope and depth of the application of federal laws, rules, and regulations pertaining to procurement functions, budget development and execution, human capital management and information technology.

TQ 3: Audit/Investigation/Evaluation experience managing or conducting independent audits, investigations or evaluations of federal or corporate operations. Experience reviewing proposed audit/investigative plans and draft reports to ensure that they are fair, balanced, and objective; focused on securing/reporting needed information efficiently; comply with applicable professional standards; and the final report appropriately addresses agency comments.

TQ 4: Possesses exceptional experience in advising senior executives and senior leadership staff on audits, investigations and/or evaluations of federal or corporate operations.

The ECQs and TQs listed above must be addressed separately as a narrative statement and be attached as part of your application package. Do not exceed more than 10 pages total for the ECQs and 3 pages total for the TQs. Current or former SES Career members or applicants who have completed a SES Candidate Development Program approved by OPM are not required to address the Executive Core Qualifications, but must address the Mandatory Technical Qualifications.

Education

If you are applying under the 0905, General Attorney series, you must meet the following educational requirements:

  • Possession of J.D. LL.B. or equivalent degree from an accredited American Bar Association law school (an unofficial transcript must be submitted with your applicaiton)
  • Active bar status in a state, territory of the United States, the District of Columbia or the Commonwealth of Puerto Rico and in good standing (documentation must be submitted with your application)

Additional information

All CNCS positions are in the excepted service and our compensation system is based outside of the General Schedule system. The Deputy Inspector General position is classified within our executive pay-band and is equivalent to an SES level position. As a result, we look to the executive core qualifications, similar to what is used in the the Office of Personnel Management's (OPM) Executive Core Qualifications, to help us make this selection. However, to be clear, this is not an SES-position.
