Help

The Government Information Specialist is aligned under the Director at the Eastern Colorado Health Care System (ECHCS). The Government Information Specialist formulates policy, advises agency management and ensure compliance with Federal and State laws governing the flow of information. The work also involves the safeguarding of Government information while supporting accountability and transparency. Duties include but are not limited to the following:

· Implements, manages and evaluates the Privacy and Freedom of Information Act programs in the facility by distributing information.

· Advises management and staff on Title 38 United States Code (U.S.C.) Sections 5701, 5702, 5705, and 7332, PA, FOIA, and where appropriate, HIPAA requirements, policies, and procedures and ensure that facility managers and staff understand/fulfill their responsibilities.

· Keeps abreast of disclosure developments, including recent court and department decisions and current legislation resolutions or problems encountered within the FOIA program.

· Processes complaints and investigates allegations of illegal or improper activities related to the handling or release of privacy protected information.

· Manages the information privacy process for a facility research program.

Physical Requirements: The work is primarily sedentary sitting at a desk and operating a personal computer. Some walking is required to perform privacy walk-throughs throughout the facility, travel to surrounding Community Based Outpatient Clinics and visits to local Business Associates place of business.

Participation in seasonal influenza program may be required.

Selected applicants will be required to complete an online onboarding process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2017.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a ?GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: at least one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties: 1) analyzing records to determine what records, portions of records, or information may be released or denied in accordance with Freedom of Information Act (FOIA); 2) managing requests for access and disclosure in accordance to Freedom of Information Act (FOIA); 3) providing advice on disclosure laws, regulations, and policies; and 4) drafting routine Freedom of Information Act (FOIA) / Privacy Act (PA) correspondence, notices, internal memoranda, and related documents. NOTE: This experience must be clearly stated in your resume.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education

There is no educational substitution at this grade level.
