The Program Specialist will be responsible for a mix of professional, analytic, administrative, and clerical work. These responsibilities include but are not limited to:
Managing data calls to HHS and the Consumer Product Safety Commission on various budget, policy, and management topics; creating appropriate processes and timelines; reviewing responses for accuracy; coordinating review across teams; and assuring deadlines are met.
Coordinating organization-wide and agency assignments on behalf of the Health Division to ensure accuracy and consistency with Administration policy.
Collecting and analyzing program and budget data and reviewing agency budget submissions, legislation, research materials, and other information related to assigned areas.
Preparing materials for presentations and meetings.
Communicating assignments and analysis clearly and succinctly, both orally and in writing, to multiple individuals within and outside of OMB.
Tracking congressional action related to appropriations and health policy, and identifying statements or amendments that run counter to administration priorities.
Overseeing the management of all information in the office and supporting operations, including maintaining paper and electronic files, preparing correspondence and forms, organizing meetings, and other duties as assigned.

For the GS-09: One year of specialized experience equivalent to the GS-07 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that included analyzing policy issues, identifying significant issues and policy options, and presenting results; coordinating and communicating with multiple individuals to complete projects or project activities; conducting quantitative and qualitative analysis; and planning, developing and conducting projects.
EDUCATION SUBSTITUTE: Education must demonstrate the applicant obtained the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university.
You may qualify at the GS-05 level, if you fulfill the following qualification requirement:
A. Participation in a 4-year course of study leading to a Bachelor's degree in any field from an accredited or pre-accredited college or university; OR
B. At least 3 years of progressively responsible general experience, 1 year of which was equivalent to at least the GS-04 level in Federal service, that demonstrates the ability to (1) analyze problems, identify significant factors, gather pertinent data, and recognize solutions; (2) plan and organize work; and (3) communicate effectively orally and in writing; OR
C. A combination of education and experience as listed above.
You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:
A. Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies; OR
