Summary

The Bureau of Indian Education's mission is to provide quality education opportunities from early childhood through life in accordance with the tribes' needs for cultural and economic well-being and in keeping with the wide diversity of Indian tribes and Alaska Native villages as distinct cultural and governmental entities.

This position is part of the TCS Seattle Educ Resource Center, Bureau of Indian Education. As an Education Specialist (School Boards) you will be responsible for providing professional consultant services to Tribally Controlled School, Tribal Education Offices and Tribally Controlled Schools School Boards who have authority and responsibility for implementing and enforcing educational laws of the tribe with Self Determination efforts towards assuming direction and control of Indian education with a focus on improved student academic achievement.

INDIAN PREFERENCE: Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). Verification Form BIA-4432 must be submitted with the application if claiming Indian Preference. Indian preference eligibles that are not currently employed in the Federal service may be appointed under the Excepted Service Appointment Authority Schedule A, 213.3112(A)(7).

Help

As a Education Specialist (School Boards) GS-1701-12/13, your typical work assignments may include the following under supervision:

  • Serve as the expert consultant and provide on-going trainings to school board members on P.L. 100-297 Granting Requirements and Education Laws that affect the operation of the schools and education training courses to increase their understanding in overseeing Tribally Controlled School Grants on behalf of the Tribe(s) with a focus on improved student academic achievement.
  • Serve as the technical expert in School Operations management specific to P.L. 100-297 - Tribally Controlled Schools Act of 1988 and provide counsel and guidance for adherence to regulations regarding use of funds, limitations on use of funds, duration, retrocession, sanctions for audits, exceptions, problems and disputes, annual report of school operations, eligibility requirements (school accreditation), employee background investigations, reporting incidents or suspected incidents of child abuse, child protection checklist, etc.
  • Ensure that administrators and local governing boards.local school boards comply with Tribal, State and Federal education laws that determine adequate yearly progress in meeting applicable, measurable academic achievement standards, including any such standards established by the Tribe.
  • Provide technical assistance on and ensure that policies, procedures and processes are established by community school boards and/or Tribal Governments at the local school level as directed by Tribal Administrative Agencies.
  • Ensure that when providing technical assistance in implementing rules, regulations, procedures, practices and standards, flexibility is emphasized and encouraged in the exercise of local Tribal options, and provide for input in periodic reviews, evaluations, and revisions to meet changing needs and circumstances.

FORMER FEDERAL EMPLOYEES: Former Federal Employees are required to indicate whether they received a Voluntary Separation Incentive Payment (VSIP) buyout in their previous employment with the Federal government, and are required to submit a copy of the applicable Notification of Personnel Action (SF-50) regarding the VSIP. The majority of individuals, who accept reemployment with the Federal government within 5 years of receiving the VSIP amount, must repay the gross amount of the separation pay prior to reemployment.

SUITABILITY & CLEARANCE REQUIREMENTS: A background security investigation is required. Appointment is subject to the successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.

DRIVING REQUIREMENT: Incumbent may be required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver's license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Education.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

BASIC REQUIREMENTS:
1.Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR
2.Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in 1 above.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-12: at least one year of specialized experience equivalent to at least the GS-11 grade level in the federal service performing duties such as: providing training to school board members on P.L. 100-297 Granting Requirements and Education laws that affect the operation of the schools; ensuring that policies, procedures and processes are established by community school boards and/or Tribal Governments; providing counsel and guidance to adherence to regulation regarding use of funds, limitations on use of funds, duration, retrocession, sanctions for audits, exceptions, problems and disputes, annual report of school operations, eligibility requirements (school accreditation), employee background investigations, reporting incidents or suspected incidents of child abuse, child protection checklist, etc.

GS-13: at least one year of specialized experience equivalent to at least the GS-12 grade level performing duties such as: serving as an expert providing training to school board members on P.L. 100-297 Granting Requirements and Education laws that affect the operation of the schools; ensuring that policies, procedures and processes are established by community school boards and/or Tribal Governments; serving as an expert in School Operations management and provides counsel and guidance to adherence to regulation regarding use of funds, limitations on use of funds, duration, retrocession, sanctions for audits, exceptions, problems and disputes, annual report of school operations, eligibility requirements (school accreditation), employee background investigations, reporting incidents or suspected incidents of child abuse, child protection checklist, etc.

NOTE: If the position is filled at a lower grade level, subsequent promotion to the next grade level will be processed without further competition under the Merit Promotion Program at such time as performance and qualification requirements are met and classification review discloses the duties being performed properly warrant classification to the next higher grade level.

Education

Education must have been obtained from an accredited or pre-accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the above requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.

CTAP/ICTAP: Department of the Interior (DOI) Career Transition Assistance Plan (CTAP) procedures apply in filling this vacancy. 5 CFR 330, Career Transition Assistance for Surplus and Displaced Federal Employees requires the following order of selection for this position:
a) At Bureau option, personnel actions listed in 5 CFR 330.606(b);
