Summary

This position is located in the National Marine Fisheries Services (NMFS), Northeast Fisheries Science Center (NEFSC) with two vacancies in Woods Hole, MA.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZT-3 is equivalent to the GS-09/10. The ZT-4 is equivalent to the GS-11/12.

The full performance level of this position is ZT-4.

If you are selected for a position with further promotion potential, you may be non-competitively promoted if you perform successfully and if recommended by management.

Help

As a Biological Science Technician, you will perform the following duties:

  • Use significant professional-level knowledge of fisheries and related research cruises to participate as a creative member of a research team to design studies; devise improvements to subsystems; and develop technical equipment, instruments, software, or analyzing test results.
  • Provide technical supervision over the at-sea technician’s workloads.
  • Use advanced knowledge of fish and invertebrate species identification of the Northwest Atlantic Continental Shelf Ecosystem; and use complex technical equipment to sort, weigh, and measure collected samples for length, sex, gonad maturity, and extract age structures such as otolith, scales, or illicium.
These duties are described at the FPL ZT-4, the ZT-3 is developmental leading to such performance.

CONDITION OF EMPLOYMENT: This position requires the operation of a Federal motor vehicle. Incumbent must possess a valid driver’s license to drive a federal motor vehicle on a regular and recurring basis.

PHYSICAL REQUIREMENT: Ability to meet OMAO health criteria for sea duty on NOAA vessels and be capable of working at sea for extended periods of time. This position requires regular at-sea duty working on deck for up to 12 hours and lifting of up to 50 lbs. Additional at-sea requirements: prolong walking and standing; climbing stairs and rope ladders; donning survival suits.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZT-3 or GS-09 level:

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZT-2 or GS-08 in the Federal service. Specialized experience MUST include all of the following:

  • Researching Northwest Atlantic fisheries abundance and distribution surveys and perform growth and age determination sampling.
To qualify at the ZT-4 or GS-11 level:

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZT-3 or GS-10 in the Federal service. Specialized experience MUST include all of the following:
  • Researching Northwest Atlantic fisheries abundance and distribution surveys and perform growth and age determination sampling; and
  • Developing complex fish sampling methods using technical equipment, instruments, and modified software.
SELECTIVE FACTOR: In addition to meeting the above, applicants must also possess experience with processing and reading long lived temperate fish otoliths in order to determine their age. Your application materials must clearly demonstrate this experience. Failure to do so will result in your application being marked as ineligible.

Substitution of education for experience is not applicable to this vacancy.

You will be evaluated for this job based on how well you meet the qualifications above.
