Summary

You will serve as a Contract Specialist in the Procurement Division of the NASA Glenn Research Center. You will perform all aspects of contracting transactions, including developing solicitation documents, obtaining, evaluating and selecting bids and proposals, placement of orders and award of contracts, enforcement of order/contract requirements, and other contract administration activities.

This a developmental position at the GS-9 and GS-11, with promotion potential to the GS-12.

Help

At the full performance level of GS-12,

- Performs all aspects of the contracting transactions from initiation to award to procurement of items or services with specialized requirements, such as the procurement of complex equipment, services, and/or construction.

- Negotiates contract price, requirements, delivery dates, incentives, and other terms of conditions.

- Provides resolution of contracting problems through investigation, and interpreting agency provisions.

- Provides advice and guidance to management on appropriate actions. Represents the agency at contractor meetings.

- Prepares a written request for proposal and/or invitation for bids, publicizes the requirement, issues the solicitation document, analyzes offers received, prepares a negotiation position, evaluates technical cost proposals, negotiates cost, fee, or profit as well as technical issues, and recommends entering into a formal contract with the offeror.

- Performs contract administration activities for highly specialized procurements.

- Monitors contract performance and negotiation of necessary contract modifications to ensure satisfactory progress and completion of contract activities.

- Recommends actions when the contractor is not in compliance with contract provisions. Investigates circumstances to determine alternative courses of action.

- Negotiates changes to agreements as such changes and extensions of delivery schedules, price adjustments, labor hours, standard modifications to the contract.

Qualifications

By the closing date of this vacancy announcement, you must have one year specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-9: You must meet the Basic Education Requirement (or the exception) and have one of the following: (a) One year of specialized experience equivalent to the GS-07 level in the Federal service; (b)a masters or equivalent graduate degree; (c) 2 full years of progressively higher graduate level education leading to a masters or equivalent graduate degree; (d) a LL.B. or J.D., if related to the work of the position; (e) a combination of progressively higher graduate education and specialized experience.

Specialized Experience for the GS-9 is defined as:

- Experience performing progressively responsible work that provided knowledge of procurement regulations, procedures, and techniques;
- Knowledge of commonly used contract types to plan and carry out procurement actions;
- Understanding of the work related to the pre-award process, preparing solicitation documentation and drafting the final contract, evaluating offers, negotiating contracts and agreements, and researching, providing advice and resolving routine/common acquisition issues.

To qualify for GS-11: 3 full academic years of progressively higher level graduate education or masters or equivalent graduate education or Ph.D. or equivalent doctoral degree or 1 year specialized experience equivalent to at least GS-9.

Specialized Experience to qualify for the GS-11 is define as:

- Sufficient knowledge of contracting procedures, types, and methods for the acquisition of equipment systems, programs, services, etc.;
- Sufficient knowledge of the technical requirements of a program or organization in order to participate in a wide range of procurement activities.
- Demonstrated ability to analyze contracting issues and identify alternative courses of action.
- Knowledge and understanding of a range of contract administration functions.

Education

Applicants must meet the Exception to Basic Education Requirement for the GS-1102 series:

a. 4-year course of study leading to a bachelor's degree with a major in any field, OR

b. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management.

Exception to Basic Education Requirement: Employees who occupied GS-1102 positions on January 1, 2000 at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions.

Preferred majors include, but are not limited to: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Federal Acquisition Certification-Contracting (FAC-C) Level II or Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification Level II certification is preferred, but not required.
