The Department of Defense Inspector General serves as the Lead Inspector General (Lead IG) for two contingency operations and is responsible for coordinating with the Inspectors General of United States Agency for International Development (USAID) and the Department of State (State) on oversight planning and reporting for designated contingency operations to include Operation Inherent Resolve (OIR) and Operation Freedom's Sentinel (OFS) and Afghanistan.

This position is with the Department of Defense Office of Inspector General, Office of the Deputy Inspector General for Overseas Contingency Operations (ODIG OCO). The incumbent will be detailed to the USAID Office of Inspector General. The work is integral to the effective coordination of Lead IG activities between ODIG OCO and USAID OIG and directly supports the development of strategic planning, reporting, and conduct of oversight activities.

While detailed to the USAID OIG, the incumbent of this position will perform research, analysis and writing duties in support of Lead IG mission and its oversight planning and reporting requirements pursuant to Section 8L of the IG Act of 1978, as amended. As such, direct experience with the OCO-related strategies, policies, programs, and environment; knowledge of the Federal oversight mission, and outstanding critical thinking skills and the ability to write, analyze, and communicate effectively are required.

Duties

Help

  • Coordinates and significantly contributes to the production and publication of reports and other materials for Congress. Develops and executes report production plans with many inputs and variables in concert with other personnel inside and outside of the organization. Resolves issues arising during report preparation; coordinates, identifies, and utilizes strategies to facilitate effective coordination and minimizes non-concurrence, delays, and other obstacles. Develops and implements plans for responding to delays to ensure that products that meet organizational objectives are issued in a timely manner. Ensures that all products comply with statutory, Federal, and OIG standards and protocols.
  • Maintains a high level of awareness of developments related to the OCOs, the complex humanitarian crises in the regions, related development and humanitarian assistance activities, and ongoing oversight activities. Monitors official government, media, and public reporting on related matters. Shares awareness of reporting, congressional hearings, and agency briefings with affected OIG personnel and communicates the pertinent information to inform planning, reporting, and execution of related oversight functions.
  • Supports the development and implementation of strategic oversight goals and objectives that support the development of Joint Strategic Oversight Plans (JSOPs) in coordination with DOD, DOS, and other OIG counterparts. Coordinates with USAID OIG audit and investigations staff to develop and maintain information on oversight projects and plans that is reported within the JSOPs. Monitors and reports on progress against plans.
  • Develops, communicates, and responds to requests for information and data calls. Develops questions and data requests for plans, reports, and monitoring activities. Documents data calls and consultations with key personnel.
  • Facilitates the development of institutional positions on key considerations relating to OCO oversight. Provides OCO-related advice to OIG counterparts and organizational leaders. Prepares white papers, presentations, meeting summaries, speeches, briefings, and testimony related to the Lead IG mission and ensures that all information is in compliance with relevant standards and reflects the strategic direction and guidance received.
  • Analyzes OIG programs and plans to determine specific areas of congressional interest, inquiry, or investigation. Provides oversight and analysis of congressional and media activities in areas of interest that may impact OIG. Attends congressional hearings and interacts with congressional staff to facilitate dialogue between OIG and Congress. Prepares information to assist Congress in understanding OIG operations, activities, and requirements, and provides expert advice on OIG plans, policies, and procedures to ensure compatibility with congressional interests.

Other Position Requirements:

  • Position has been designated as Non-Critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.
  • New Hires are required to submit to urinalysis to screen for illegal drug use prior to appointment and are subject to random drug testing for the duration of service with DoD OIG. Organizational entities within the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.
  • U.S. Citizenship is required for this position.
  • Requires up to 25% of temporary duty (TDY) travel within the Continental United States (CONUS) and Outside of the Continental United States (OCONUS.)

Qualifications

  • Skill and ability to plan, organize, and direct team work and to negotiate effectively with management and senior leaders to accept and implement recommendations.
  • Skill and ability in planning, organizing, coordinating, and executing complex meeting and travel plans, preparing staff and executives for them, and documenting and following up as appropriate.
  • Ability to apply research, briefing, and report writing techniques to gather, organize, and present relevant information in a constructive manner and develop related findings and recommendations for improvement.
  • Ability to identify and define major issues, review appropriate source materials, and prepare proposals and recommendations for OIG leadership.
  • Knowledge of USAID humanitarian assistance and/or development and stabilization programs; international assistance activities designed to support internally displaced persons or refugees; and/or the geography, culture, history, and politics of Afghanistan, Syria, Iraq, and surrounding countries.
  • Exceptional skill and ability in establishing and maintaining effective working relationships with individuals having opposing points of view and conflicting interests.
  • Expert knowledge of the application of a wide range of qualitative and quantitative methods and techniques required to assess and improve the effectiveness of administrative programs, processes, and systems.
  • Knowledge of congressional and media liaison principles, methods, practices, and techniques.
