About the Position:
This is an announcement for permanent Procurement Analyst position(s) with Headquarters, U.S. Army Corps of Engineers, Directorate of Contracting, Principal Assistant Responsible for Contracting (PARC). PARC offices are located in Alexandria VA (PARC WIN), Dallas, TX (PARC DAL) and Atlanta, GA (PARC ATL).

This is an open-continuous announcement which is open for 6 months. Incremental rating cut-offs will be utilized for first cut off. After initial cut-off, applications will be reviewed and referred for selection as vacancies occur within the organization.

The PARC offices are engaged in Procurement Management Review (PMR) Program, Peer Review Program, and the Enterprise Training Program. Position(s) involve providing procurement analyst support at a PARC office that provides interpretation of higher-level policy and guidance and assistance to USACE/Regional PARC District/Center contracting personnel in implementing policy. As a regional procurement subject matter expert, the analyst recommends the development of USACE policy and regulations governing the worldwide contracting activities of the Corps.

Incumbent will serve as a Senior Procurement Analyst with primary responsibility for the development, implementation and execution of one or more primary Department of Defense (DoD), Army, and/or United States Army Corps of Engineers (USACE) National Contracting Organization/Principle Assistant Response Contracting (PARC) level acquisition programs (e.g., the Procurement Management Review (PMR) Program, Peer Review Program, Enterprise Training Program) for the Regional PARC, US Army Corps of Engineers (USACE) and other acquisition assessment related programs imposed by law. As regional program lead, participates in the development and execution of these Programs at both the HQ USACE and Deputy Assistant Secretary of the Army for Procurement (DASA(P)) levels. Serves as the lead and/or a member of USACE enterprise training development and implementation teams and review and assessment teams. Serves as the lead for USACE PMR teams, leading reviews of multiple districts across the PARC AOR and may be assigned to augment DoD and/or DASA(P) level review or special teams, such as PMRs, Peer Reviews, Internal Reviews, Army Audit Agency.

  • Must be able to obtain and maintain a Secret security clearance. Position is designated non-critical sensitive as defined in DoD 5200.2-R. This requires that a personnel security investigation be adjudicated on a pre-appointment basis which may take up to 90 days or longer to process. The selectee may be allowed to start work prior to adjudication if management approved. Obtaining and maintaining a secret security clearance is a condition of employment. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
  • Must file annual financial statement. Selected applicant will be required to file an annual Confidential Statement of Employment and Financial Interests with the local Office of the Staff Judge Advocate in compliance with 5 C.F.R. Part 2634, and DoD 5500.7-R, Chapter 7.
  • Applicants must meet position requirements of certification at Level II in Acquisition Position Category Contracting within 24 months of entrance on duty. (Certification requirements may be found in the Defense Acquisition University Catalog at http://www.dau.mil/.
  • This is an Army Critical Acquisition Position. Selectee must be an Acquisition Corps (AC) member prior to appointment to a CAP unless a waiver is granted.
  • Business Travel is required up to 25% of the time within the continental United States (CONUS).

Qualifications

In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Procurement Analyst:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: proposing resolution to critical problems relating to procurement policies and procedures; analyzing and evaluating subordinate contracting activities; providing guidance and assistance in the implementation of procurement policies and procedures; conducting comprehensive reviews of contracting work; and advising individuals on procedural decisions for contracting and acquisition programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
