Summary

About the Position:
This position is located at the Fort Eustis Civilian Personnel Advisory Center (CPAC). The CPAC's mission is to recruit, develop, and sustain a professional civilian workforce through effective, efficient, and responsive Human Resource product and advisory services.

Fort Eustis, Virginia is located in Newport News, between historic Williamsburg and Virginia Beach. Local Transportation via the Hampton Roads Transit (HRT) bus service to the surrounding area which includes Hampton, Norfolk, Portsmouth, Chesapeake and Virginia Beach. There are convenient interstate and major highways connecting the city to the neighboring cities above plus York County, Gloucester, Suffolk, and Smithfield. The Hampton Roads/Tidewater area has all the conveniences of a big city with charm of small town and rural areas.

Help

Serves as an HR Specialist performing operational assignments in CHRA. The Civilian Human Resources Agency exercises world-wide command and control over the Army's entire civilian personnel operational structure consisting of all CONUS and OCONUS HR Regional Processing Centers, Civilian Personnel Advisory Centers (CPACs), and Non Appropriated Fund Human Resources Offices (NAF HROs). CHRA is responsible for operational HR effectiveness worldwide to include establishing and maintaining standards and measurements, total quality management, recruitment and placement, employee development and training, classification and position management, labor/management and employee relations, NAF HR, organizational development and workforce utilization for the Army's delivery of civilian personnel administrative services.

  • Advises management on merit system principles, prohibited personnel practices, development and use of valid selection criteria, recruitment strategies, sources, and special recruitment programs (direct hire, expedited hiring, workforce recruitment program etc.), relocation, and retention incentive programs, workforce shaping, reduction-in-force, special placement programs, recruitment methods, and special pay incentives.
  • Provides technical advice to managers on classification principles, concepts, series, title and grade levels in accordance with Office Of Personnel Management's Federal Classification Handbook, Functional Guides and Standards.
  • Writes vacancy announcements, produces referral lists, ensures priority consideration programs are appropriately utilized, verifies employment eligibility, determines qualifications, salary determinations, sets pay, and answers employment inquiries.
  • Develops and delivers briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of civilian human resources findings and recommendations.
  • Recommends appropriate resolutions to complex interrelated human resource problems and issues orally and in writing.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes work such as: (1) interpreting and applying recruitment and placement laws, regulations, policies and practices to provide advise and guidance to managers, supervisors, employees and applicants; (2) analyzing and resolving civilian human resource recruitment and placement issues; and/or (3) advising management on civilian human resource recruitment flexibilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in any field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
