This position is located in the Department of Homeland Security (DHS), Under Secretary for Management, Office of the Chief Readiness Support Officer (CRSO).

The primary purpose of this position is to apply practical experience to work involving transportation systems and mission support programs throughout the National Capital Region (NCR).

This position is only open to current federal employees serving under a career or career-conditional appointment, Veterans Employment Opportunities Act of 1998 (VEOA) eligibles, or Land Management Eligibles as described under the Land Management Workforce Flexibility Act.

Major Duties:

  • Assists the DHS HQ Fleet/Transportation Program Managers in all aspects of motor vehicle transportation management.
  • Provides assistance with the daily operations of other administrative functions, including motor pool updates, mileage reporting and fuel consumption.
  • Reviews data associated with transportation requests to ensure maximum economic efficiency and utilization of vehicles.
  • Analyzes management information requirements to develop program or administrative reporting systems, including systems specifications, data gathering and analytical techniques, and systems evaluation methodology.

Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for SECRET SECURITY LEVEL clearance as a condition of placement in this NON-CRITICAL SENSITIVITY LEVEL position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

Pursuant to Executive Order 12654 and DHS policy, DHS is committed to maintaining a drug-free workplace and, therefore, conducts random and other drug testing of its employees in order to ensure a safe and healthy work environment. Headquarters personnel in safety- or security-sensitive positions are subject to random drug testing and all applicants tentatively selected for employment at DHS Headquarters are subject to drug testing resulting in a negative test result.

Qualifications

To qualify at the GS-9 level, applicants must have at least one of the following:

  • One full year of specialized experience comparable in scope and responsibility to the GS-7 level in the Federal service (obtained in either the public or private sectors) which required them to perform the following duties: 1) ensuring the proper maintenance, rotation, and disposal of vehicles; entering and retrieving information or historical records using a database system; and 3) maintaining records for each vehicle mileage, repairs, maintenance work, and other expenses. (Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.)
  • Completed a Master's degree or two (2) full years of graduate level study (36 semester units or the number of units your school uses to describe two graduate years of academic study) leading to a Master's degree or LL.B., J.D., in business administration, finance, accounting, statistics, math, or another directly related field that provided the knowledge, skills, and abilities necessary to perform this work. SUBMIT TRANSCRIPTS.
  • Have a combination of graduate education and specialized experience as described in "A" and "B" above. If your education is currently described in quarter hours, convert them to semester hours by multiplying by 2/3rds. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. SUBMIT TRANSCRIPTS.

To qualify at the GS-11 level, applicants must have at least one of the following:
  • One full year of specialized experience comparable in scope and responsibility to the GS-9 level in the Federal service (obtained in either the public or private sectors) which required them to perform the following duties: 1) managing the dispatch and control of motor vehicles; 2) recommending improvements to operational procedures for the fleet/transportation program; and 3) responding to transportation needs requests to ensure maximum economic efficiency and utilization of vehicles. (Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.)
  • Completed a Doctorate of Philosophy (Ph.D.) or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education (54 semester units or equivalent) leading to a Ph.D. in business administration, public administration, economics, management, or another directly related field that provided the knowledge, skills, and abilities necessary to perform this work.   • Have a combination of graduate education and specialized experience as described in "A" and "B" above. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3rds. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the percentages together. The total must equal at least 100 percent to qualify. (SUBMIT TRANSCRIPTS)

Time-in-grade
Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service.
