Summary

This position is located in the National Oceanic and Atmospheric Administration (NOAA), NOS National Geodetic Survey (NOS), National Geodetic Survey (NGS), Silver Spring, MD.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-03 is equivalent to the GS-11-12.

The ZP-04 is equivalent to the GS-13-14.

The full potential level of this position is ZP-04.

Help

The individual selected for this position will:

  • Perform all phases of the NGS orbit determination system for the generation of daily Rapid Global Navigation Satellite Systems (GNSS) orbits and weekly Final GNSS orbits in direct support of the National Spatial Reference System (NSRS) development of Global Reference Frame models, and a software suite for transforming between Reference Frames (Horizontal Time Dependent Positioning).
  • Provide and perform metadata analysis for the NGS orbital products, mitigating or avoiding problems before they occur.
  • Software maintenance, development, testing, debugging, and refining NGS software to improve NGS GNSS Orbit Products and Services.
  • Provide technical expertise and advice within the agency and to other Federal agencies in the area of GNSS and satellite positioning techniques.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

EDUCATION:

Degree: Geodesy; or 30 semester hours in any combination of geodesy, mathematics, physics, astronomy, engineering science, surveying, geodetic surveying, photogrammetry, or geophysics. The course work must have included differential and integral calculus.

-OR-

Combination of education and experience: course work as shown above, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the Federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-03:

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZP-02 or GS-09 in the Federal service. Specialized experience MUST include all of the following:

  • Collection and processing of continuous Global Navigation Satellite Systems (c-GNSS) data for determining geodetic positions.
  • Analyzing and modifying software applications as required to perform orbital analysis of the Global Navigation Satellite Systems (GNSS), reference frame definition and analysis of international GNSS Service (IGS) and continuous-GNSS stations (for example, Continuously Operating Reference Station (CORS) Network).
  • Utilizing least squares adjustment, orbital mechanics, and linear algebra experience.
  • Communicating issues pertaining to the science of geodesy to a broad range of stakeholders.
-OR-

EDUCATION: Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

-OR-

COMBINATION: A combination of education and experience as described above.

To qualify at the ZP-04:

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZP-03 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
  • Providing technical expertise and authoritative advice to internal and external stakeholders on Global Navigation Satellite Systems (GNSS) orbital analysis, reference frame definition and analysis of international GNSS Service (IGS) and continuous-GNSS stations (for example, Continuously Operating Reference Station (CORS) Network).
  • Utilizing least squares adjustment, orbital mechanics, and linear algebra experience.
  • Communicating complex issues pertaining to the science of geodesy to a broad range of stakeholders.

Additional information

ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100. ICTAP applicants MUST submit the following documents:

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position. The scored occupational questionnaire will evaluate you on the following competencies; please do not provide a separate written response:

  • Knowledge of orbital mechanics, particularly as it relates to GNSS.
  • Knowledge of all GNSS, especially the Global Positioning System (GPS).
  • Knowledge of least squares adjustment theory and application.
  • Knowledge of satellite orbit analysis.
  • Ability to program in FORTRAN, C, C++, KSH, PERL, and/or CHS.
  • Knowledge to serve as an orbital analyst/subject matter expert to provide detailed technical guidance to a small team.
  • Ability to engage with researchers from other divisions inside NGS as well as outside NGS to ensure the development of an updated NSRS.
