OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review and the Office of Management and Administration. In addition to the Washington, DC, headquarters, OIG has offices located in more than 30 cities throughout the country.

The Contract Specialist, located in the Office of Inspector General (VAOIG), Office of Management and Administration, Operations Division (53B). The Operations Division is responsible for contract administration, purchase card transactions, procurement tracking, and consulting services to supervisors and managers on acquisition strategies.

Help

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position:
- Act as project leader in the extraction of a broad range of data and information, including from contractor-supplied databases, for downloading and performing in-depth analysis.
- Review and analyze data provided and explains the purpose, scope, method, and results of efforts to end-users, including OIG senior staff, VA clients, private sector management representatives, and other interested parties.
- Plan, analyze, and evaluate proposals and contracts for pre- and post-award compliance, and reviews proposed and completed contractual actions for conformance with regulatory requirements and accepted procurement practices. Initiates actions to ensure that contract reviews and audits are conducted efficiently.
- Maintain level III FAC-C authority. Responsible for price/cost analysis, source selection, negotiation, administration, evaluation, competitive range determination, and termination.
- As a technical expert on contracting for the VA OIG, provide technical guidance and advises employees, managers, and senior staff on contracts types, including basic, intermediate, complex, and multi-year.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Basic Requirements for GS-13 and Above



  1. Completion of all mandatory training prescribed by the head of the agency (FAC-III) for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

    AND

  2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
  4. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
Must hold level III Federal Acquisition Certification in Contracting (FAC-C)

AND

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

- Planning, organizing, and carrying out all phases of an acquisition related to the procurement of supplies and services in support of an operational mission; AND
- Executing contractual agreements; AND
- Purchasing or administering commercial items and services in accordance with procurement regulations and processes.

Basic Requirements for GS-12



  1. A 4-year course of study leading to a bachelor's degree with a major in any field;

    or

  2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitativemethods, or organization and management.
Must hold level II Federal Acquisition Certification in Contracting (FAC-C)

AND

Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
- Planning, organizing, and carrying out all phases of an acquisition related to the procurement of supplies and services in support of an operational mission; AND
- Executing contractual agreements.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

CONDITIONS OF EMPLOYMENT:
