Summary

This position of News Center Developer is located in the Voice of America, (VOA) News Center. The incumbent oversees the technical planning, design, development, testing, implementation and management of special projects, web applications and data visualizations. The incumbent reports to the Internet Managing Editor.

The Broadcasting Board of Governors is conveniently located within walking distance to the Green, Orange, Silver, Yellow, and Blue Metro lines.

INTRODUCTION TO AGENCY: The Broadcasting Board of Governors (BBG), an independent federal agency, is an exciting, multi-cultural organization that encompasses all United States civilian international broadcasting. The BBG is comprised of five networks broadcasting in 61 languages that include the Voice of America, the Office of Cuba Broadcasting (Radio and TV Marti), and three grantee organizations - Radio Free Europe/Radio Liberty; the Middle East Broadcasting Networks (Alhurra TV and Radio Sawa), and Radio Free Asia. The International Broadcasting Bureau provides transmission, administrative, and other support services; and three grantee organizations. Our staff of dedicated professionals serve as an example of a free and independent media, reaching a worldwide audience of 215 million people with news, information, and relevant discussions.

Duties

Help

Duties include, but are not limited to the following:
-Develops and refines content for publication on the Internet.
-Conceives, pitches and delivers data visualization and news applications that complement VOA reporting.
-Helps pioneer new storytelling techniques and educates colleagues across the agency about the possibilities of data-driven reporting.
-Uses various technologies to design and develop web pages, applications and data visualizations.
-Works with a wide range of VOA content in order to develop database-driven stories and projects, using an in-depth knowledge of Linux, Apache, MySQL and PHP.
-Creates, refines or expands digital tools to help VOA journalists create engaging online content.
-Works closely with developers in VOA Digital and VOA Designers to identify technical requirements

Qualifications

Basic Qualifications: Applicants must have one year of specialized experience equivalent to the next lower grade level which is directly related to this line of work.

Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Examples of such experience must demonstrate the following: (1) Knowledge of the methods and techniques of news publication and distribution by working with stories and/or data for public consumption; and (2) Knowledge of news and current events to design, develop, edit and/or revise content for news websites by enhancing data visualizations and delivering products based on the individual needs of target audiences.

Education

Applicant cannot substitute education for experience.

To be well-qualified and exercise selection priority for this vacancy, displaced Federal employees must be rated at 85 or above on the rating criteria for this position.
