Help

The Office of Communications (OC) provides leadership, expertise, management and coordination to develop successful communication strategies and products that advance the mission of the Department of Agriculture (USDA) and priorities of the Government, while serving and engaging the public in open, transparent, collaborative, fair, and easily accessible manner.

As a Public Affairs Specialist you will:

  • Interact with the news media and national organizations interested in USDAs programs to explain and defend the programs, functions and performance in these varied areas against undue criticism.
  • Be responsible for the strategic communication planning and implementation of comprehensive communications efforts, local and nation in scope, to inform and educate the general public and specific constituencies about the mission and area agencies programs, activities and services.
  • Plan, lead and execute national communication initiatives to convey complex information regarding mission area programs, research on program-related areas, responsibilities and activities.
  • Establish and maintain working relationships with representatives of the media, trade press, agency Departmental employees, national organizations and other internal and external groups affected by USDA programs.
  • Advise top level officials of USDA and the mission area on problems involved in communicating information to affected public.  Analyze programs and develop recommendations for anticipating and addressing potentially negative news stories and identifying and marketing positive new stories.

•  To be eligible for appointment to this position, the new hire must be cleared to come on board once the results of the fingerprint check, review of the OF-306, Declaration for Federal Employment, and the candidate’s Electronic Questionnaires for Investigations Processing (eQIP) entries have been reviewed and determined to be satisfactory.  This position requires a favorable credit check as part of the background investigation.
•  Selectee must be able to obtain and maintain a security clearance. If selected you may be subject to a National Agency Check and Inquiry (NACI) and a credit report inquiry.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.

Time in grade:
If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement

Specialized experience:  Your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

For the GS-14 level:
Applicants must have one year of specialized experience (equivalent to the GS-13 level).  For this position specialized experience is experience planning and implementing communications efforts, local and national in scope, designed to inform and educate the general public and specific constituencies about program activities and services; and experience leading crisis communications/rapid response activities.  (Note: There is no education substitution for this grade level.)
