Serves as the Chief Technology Officer (CTO) in the Office of the Assistant Secretary for Cybersecurity and Communications (CS&C), and is responsible for contributing to the strategic direction of the organization by identifying specific technologies that will contribute to or impact the mission of CS&C. Responsibility also includes technology oversight and integration across CS&C components, developing technology utilization strategy, and establishing technology governance. Incumbent provides technical expertise to broadband communication programs including priority services programs, ensures modeling and analysis capability development supports cybersecurity, information infrastructure and emergency communications mission requirements, identifies emerging technologies for communications interoperability, tracks identification and mitigation of electromagnet pulse and related vulnerabilities, leads communications and cyber research and development (R&D) coordination activities, develops an information architecture for all of CS&C, develops a technology roadmap and directs resolution of technology issues related to cybersecurity, high assurance communications, standards, interoperability and information sharing.

Qualifications
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

Technical Qualification(s) - Mandatory
TQ1: Knowledge of all facets of cybersecurity and communications networks, priority services technologies, interoperability solutions, and modeling and analysis tools and techniques; to include the basic disciplines which comprise communications, engineering, information systems, data processing systems, and control systems.
TQ2: Knowledge of current concepts, trends, and technical issues in next generation networks, information technology planning, information systems security, and systems acquisition, to assist in driving business and technology modernization solutions.
TQ3: Demonstrated ability to accelerate cyber and communications technological innovation through outreach engagement with public-private partnerships, academia, competitions, prototypes, and pilots to meet the evolving threat environment.
