Summary

This Term Appointment will initially be for a three-year period, but may be extended for a total of five years. Should the need arise, this position may be made permanent without further competition.

As an employee on a Term Appointment, you will not acquire competitive status and you will not be covered by the agency's Interchange Agreement with the Office of Personnel Management, which allows for noncompetitive transfer from CNCS to other agencies in the competitive service of the federal government. This position is located in the New Jersey State Office within the Office of Field Liaison, Department of the Chief of Program Operations, Trenton, NJ. The State Program Director will have responsibility for advancing the Corporation's mission and goals for national service within the state of New Jersey.

Duties

Help

Primary responsibilities include:

  • Promotes and supports Senior Corps and AmeriCorps VISTA projects and carries out other delegated program responsibilities. Develops annual program plans and budgets;
  • Allocates Corporation resources and provides training and technical assistance to ensure high quality programs;
  • Fosters effective partnerships among service partners;
  • Represents the Corporation with state and local officials. Promotes all components of national service;
  • Leverages private sector, foundation and other non-federal financial or other resources in support of national service programs;
  • Provides effective customer service;
  • Provides leadership for implementing quality assurance through site visits, project monitoring, and analysis of program reports;
  • Maintains an effective working relationship with the supporting Federal Financial Management Center;
  • Reports to the Area Manager for a cluster of states, who provides policy guidance and resolves unusual and unique situations; and,
  • As requested, also provides leadership on cluster-wide program or administrative matters and participates in national work groups and initiatives.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-02 pay band, which would be at or equivalent to, the GS-09 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized experience is directly related to community service programs on the local, state, national or international level, non-profit organizations or foundations. This specialized experience includes supervision of others; grants administration/management; program management; overseeing customer service; training design; partnership development; knowledge of pertinent national service statutes and guidelines; and written/oral presentations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.

Education

If you are qualifying based on education alone, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must be from an accredited institution and demonstrate the knowledge, skills, and abilities necessary to perform the work. You must submit an unofficial copy of your college transcript. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards.

You may also qualify based on a combination of education and experience, if applicable.

Additional information
