Summary

This position is located in the Office of Audits, Office of Inspector General. The Office of Audits has responsibly for planning, conducting, supervising, and coordinating audits relating to the confidentiality, integrity, and availability of information and information systems to include information security programs and practices; information technology (IT) investments and management; and enterprise and global IT capability and infrastructures of all Department of State and Broadcasting Board of Governors organizational units overseas and within the United States.


This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Duties

Help

With broad expertise and skills in the application of advanced IT principals, concepts, and methods, including advanced specialized expertise and skills in information systems security, the incumbent participates with a team of auditors, IT specialists, analysts, and evaluators in conducting IT audits, evaluations, and reviews. In this capacity the incumbent's duties include: (the duties listed below are at the full performance level, GS-13). --Serving as a technical expert on audits that involve information management, information security, telecommunications, and information warfare issues in the Department of State and the Broadcasting Board of Governors; --Assessing the technical adequacy of Department system development and acquisition plans, including evaluation of computer security and systems acquisition plans, and system acquisition for hardware and software, automated information systems, and computer-based communications systems throughout the foreign affairs community; --Planning, managing, and carrying out security penetration tests; --Assessing the adequacy of information security programs; --Preparing summary reports and management briefings on technical issues raised during audits and evaluations; --Reviewing technical adequacy of OIG audit reports that deal with information management, information security, telecommunications, and information warfare.

Time-In-Grade Requirements:Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.

Qualifications

Applicants applying for the GS-09 grade level must meet one of the following requirements:

A. Have a master's or equivalent graduate degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management;

OR

B. Have a master's or equivalent graduate degree from an accredited or pre-accredited institution that provided a MINIMUM of 24 semester hours in one or more of the fields identified in Choice A above AND required the development or adaptation of applications, systems or networks;

OR

C. Have 2 full years of progressively higher level graduate education leading to master`s degree or equivalent graduate degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management;

OR

D. Have 2 full years of progressively higher level graduate education leading to master`s degree or equivalent graduate degree from an accredited or pre-accredited institution that provided a MINIMUM of 24 semester hours in one or more of the fields identified in Choice A above AND required the development or adaptation of applications, systems or networks;

OR

E. Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Attention to detail in reviewing technical adequacy of Office of Inspector General audit reports that deal with information management, information security, telecommunications, and information warfare.
  2. Customer Service - Ability to provide expert technical advice to management and auditors so that reviews and audits covering information technology can be conducted
  3. Oral Communication - Knowledge and skill in oral communication in order to give briefings, exchange information, provide expert advice, and to influence and persuade managers, and senior level officials to implement findings and recommendations provided in reports.
  4. Problem Solving - Ability to solve problems associated with infrastructure protection programs, computer system weaaknesses such as network/web vulnerabilities, configuration management problems, and critical infrastructure protection deficiencies, and make recommendation to improve existing programs.
Applicants applying for the GS-11 grade level must meet one of the following requirements:A. Have a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management;

OR

B. Have a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution that provided a MINIMUM of 24 semester hours in one or more of the fields identified in Choice A above AND required the development or adaptation of applications, systems or networks;

OR

C. Have 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management;

OR

D. Have 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution that provided a MINIMUM of 24 semester hours in one or more of the fields identified in Choice A above AND required the development or adaptation of applications, systems or networks;

OR

E.Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

AND

Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

Experience serving as a technical expert on audits that involve information management, information security, telecommunications, and information warfare issues; experience in reviewing adeequacy of audit reports that deal with information management, information security, telecommunications and information warfare.


NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
