Help

  • Serves as System Manager responsible for directing and coordinating functional and technical system changes for developing, deploying, operating, and maintaining automated fund distribution/accounting systems PBAS-FD (Program Budget and Accounting System - Fund Distribution) and PBAS-OC (Program Budget and Accounting System - Order Control).
  • Satisfies requirements of the Federal Managers Financial Integrity Act (FMFIA), the Federal Financial Management Improvement Act (FFMIA), the Federal Information Security Management Act (FISMA), the Federal Information Systems Controls Audit Manual (FISCAM), the National Institute of Standards & Technology's Risk Management Framework (NIST & RMF), the DoD Risk Management Framewrok (RMF), and other Audit Readiness guidance, including evaluating, documenting, testing, and improving controls.
  • Provides Life Cycle Management (LCM) expertise and holds continuing responsibility for ensuring major system efforts are proceeding according to user needs and selected organization methodologies.
  • Identifies requirements for, and monitors the development of assigned systems interface or integration with other financial and non-financial systems.
  • Participates in the preparation of functional specifications and other documentation to be used by data systems analysts, end users of the system and information technology specialists.
  • Participates in the preparation of technological and economic feasibility studies, such as economic analyses, for existing or potential new systems for use in making major management decisions.
  • Leads efforts to further and satisfy Audit Readiness objectives.
  • Directs and participates in the creation and management of organizational and system budgets.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as providing support for financial/accounting systems; applying and advising on financial system policies and procedures; conducting evaluation of financial systems, policies, procedures, and regulations to satisfy audit readiness compliance with broadly accepted industry standards OR Federal standards such as Risk Management Framework (RMF), Federal Information Systems Controls Audit Manual (FISCAM), and/or Federal Managers Financial Integrity Act (FFMIA).

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
