Summary

This position is located in the Office of Community Planning and Development (CPD), Program Coordination and Analysis Division, within the Office of Special Needs Assistance Programs (SNAPS). CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations. SNAPS advises the Assistant Secretary with respect to the development and promulgation of policies and procedures for programs to address the needs of the homeless, and recommends legislation and budget levels for the programs, or such new initiatives as may be appropriated. The Office also serves the Assistant Secretary as the principal point of contact with all other elements of the Department and other Federal agencies on matters affecting homelessness.

Help

As a Special Needs Assistance Specialist, you will:
  • Develop policy and recommend procedures for improving data analysis, research, and quality of input from grantees, providers, advocates, clients and governments at all levels concerning the implementation of the Homeless Management Information System (HMIS).
  • Work with the Senior SNAP Specialist and Division Director in preparing responses to complex written and oral inquiries from Congress, state and local government officials, non-profit organizations and citizens on HMIS implementation.
  • Represent the office at HUD, federal inter-agency meetings and other gatherings that relate to HMIS implementation, reporting, and policy or project development.
  • Independently develop and assist with the development of guidance for communities, which is critical in meeting the compliance of HUD’s rules and regulations involving data collection and the HMIS.
  • Identify technical assistance needs concerning HMIS implementation for field offices, grantees and Continuums of Care (CoCs). Develop and recommend appropriate assistance.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

-Implementing policies and procedures for the Homeless Management Information System (HMIS) and programs that address the needs of the homeless and budget levels for these programs; AND
-Responding to written and oral inquiries from applicants, recipients, Congress, government officials or the private sector; AND
-Working with HMIS, McKinney-Vento Act programs, or other programs that affect the homeless.

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency

HUD employees are prohibited under Section 7501.104, 5 Code of Federal Regulations from directly or indirectly owning, acquiring, or receiving:
- Federal Housing Authority debentures or certificate of claim;
- Financial interest in a project, including any single family dwelling or unit subsidized by HUD, or which is subject to a note or mortgage insured by HUD;
- Section 8 subsidies to or on behalf of a tenant of property you, your spouse, or a dependent child owns.
The following are exceptions to the Section 8 prohibition:
- The employee, or the employee's spouse or minor child acquires, without specific intent as through inheritance, a property in which a tenant receiving such a subsidy already resides;
- The tenant receiving such a subsidy lived in the rental property before the employee worked for the Department;
- The tenant receiving such a subsidy is a parent, child, grandchild, or sibling of the employee;
- The employee's, or the employee's spouse or minor child's, rental property has an incumbent tenant who has not previously received such a subsidy and becomes the beneficiary thereof; or
- The location of the rental property is in a Presidentially declared emergency or natural disaster area and the employee receives prior written approval from an agency designee.
