Duties

Help

·         Serves as the back-up to the AIG (Assistant Inspector General), supporting the completion of

·         work products and accomplishment of organizational improvement goals;

·         Implements the activities needed to improve communication within the organization to meet stated

·         goals through a collaborative relationship and innovative engagement efforts with staff;

·         Assesses the relevance and timing of audit plans, activities and schedules and ensures that they

·         meet management objectives;

·         Represents the AIG at meetings and conferences internally or externally when the AIG is

·         unavailable;

·         Reviews and analyzes documents and products; and

·         Provides first level technical and administrative supervision for supervisory auditors and

·         mentors/encourages a staff of auditors to fully develop high quality skills.

Requirements:

Position has been designated as Special Sensitive; incumbent is required to obtain and maintain a Top Secret security clearance with access to sensitive compartmental information.

 

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

 

U.S. Citizenship is required for this position.   

 

Permanent Change of Duty (PCS—Relocation) expenses MAY BE paid.

May be required to complete a supervisory/managerial probationary period.

Qualifications

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Basic Requirement: A degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting/auditing courses.  (The 24 hours may include up to 6 hours of credit in business law.)

OR

A qualifying combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses (the 24 hours may include up to 6 hours of credit in business law) or a certificate as Certified Public Accountant or a Certified Internal Auditor.

Note:  Due to the education requirement of this position, an unofficial or official transcript must be submitted at the time of application.  If transcripts are not received, you will be ineligible.

Note:  Possession of a Certified Public Accountant (CPA) Certificate is preferred.

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-14 level or equivalent under GS or another pay system.  Specialized experience is defined as: experience in a leadership role in planning for, conducting, documenting and reporting on Federal government operations through performance audits conducted in accordance with General Accepted Government Auditing Standards (GAGAS) and other policies.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:

          1.      Skill in Audit Planning and Execution. 

          2.      Skill in written communication.

          3.      Flexibility to accommodate organizational change or initiate management improvement (such as communication) changes within the organization.

          4.      Skills in applying auditing and accounting principles, theories, techniques, standards, and practices.

          5.      Skill in Report Reviewing and Processing.

Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

All qualification and time-in-grade (if applicable) requirements must be met by the closing date of this announcement.

 There is no substitution of education for specialized experience at this level.
