Summary
This position is located in Alexandria, VA with the Department of Defense, Office of
Inspector General (DoD OIG), Office of the Deputy Inspector
General of Investigations (DIG INV), Defense Criminal Investigative Service (DCIS).
The incumbent serves as the primary advisor to the DIG-INV/DCIS Director on operational matters emanating from other ODIG-INV and DCIS directorates, departments and field offices. The incumbent will also:

Recognized authority
on complex investigations, makes recommendations and provides advice on most controversial
issues concerning criminal investigations that receive attention from the
highest levels of the Department of Defense, Congress, Department of Justice
(DOJ), the media and the public.

Initiates and
conducts specialized and highly sensitive criminal investigations and criminal
inquiries in response to requests on matters of significant importance.
·
Works on many
critical and controversial investigative issues.
·
Provides guidance on
programs and monitors organizational goals and objectives.
·
Identifies management
and/or operational problem areas where there is a need to establish, modify or
reverses policies, procedures or techniques.
·
Provides advice and
recommendations on major developments, significant problems, and resolutions.
·
Identifies deficiencies
and ensures they are corrected and optimum investigative results are obtained.
·
Reviews, researches and prepares
draft comments on existing proposed legislations, regulations, and directives
which affect the mission and operations.
·
Represents DIG when needed at
various external committee meetings, congressional liaison meetings, executive
meetings of professional investigative organizations, and gatherings of
representatives of other government agencies.
·
Responds to congressional,
Presidential, or high level DOD inquiries and prepares responses or information
reports for signature.
·
Serves as coordinator of internal
communications and assists in preparing special notifications on controversial,
precedent setting issues.
·
Monitors investigative policy matters,
including meeting and dealing with high level and executive level management at
various federal law enforcement organizations.
·
Monitors operational coordination
of investigations, often international in nature, and may include
investigations in which a large number of investigators from various field
elements are involved.

This is covered by the special retirement provisions for Federal Law Enforcement Officer (FLEO). Candidates without previous FLEO service must be under age 37. Employees subject to special retirement coverage for law enforcement officers must retire at age 57 upon completing 20 years of law enforcement service under the special retirement provisions for law enforcement officers. If these 20 years of service are not attained at age 57, mandatory retirement is required upon completion of 20 years of service. This requirement may be waived only for veterans. Incumbent will be required to work, or be available to work
substantial amounts of unscheduled overtime duty based on the needs of the
agency, and will receive availability pay, a special form of premium pay
fixed at 25 percent of the adjusted salary (basic and locality).
Incumbent must have successfully completed the Criminal Investigator Training Program at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia, or another Federal equivalent criminal investigator training program, such as the FBI Special Agent training program or Military Criminal Investigative Organization equivalent.
Federal employees currently serving in the
Competitive Service must acknowledge that they will voluntarily leave the
Competitive Service by accepting an offer of employment in the Excepted
Service.

To
meet basic requirements for this position, you must have at least 52 weeks of
specialized experience at or equivalent to the GS-13 grade level or pay band in
the Federal service. Specialized experience is: Law enforcement experience investigating cases and/or managing criminal investigations of a sensitive or special nature; serving as an advisor on a wide variety of investigative and operational initiatives; providing effective and efficient investigative abilities; planning, coordinating and conducting criminal investigations with extensive problems; devising new investigative approaches, techniques and policies; researching, developing, and conveying an agency position or objective to senior level managers to include creating presentations and giving briefings commensurate with the classification level or sensitivity of the material and the intended audience.

Position has been designated as Top Secret/Sensitive Compartmented
Information (TS/SCI); incumbent is required to obtain and maintain a TS/SCI security clearance.
Incumbent
