About the Position:
The U.S. Army Research Laboratory (ARL) is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). Among other features, the Demonstration Project replace GS grade levels with occupational families and pay bands. The pay band DJ-04 (Category 2) is equivalent to the former GS-14 step 1 to GS-15 step 10 grade levels.
This position is located in Adelphi, Maryland. Adelphi, MD which is in Prince George's County, a metropolitan area, bordered to the south by Washington, DC and to the north by Baltimore. It is approximately 30 miles south of Baltimore and the White Marsh Area, and 10 miles north of Washington, DC.
The Research Laboratory is recognized as a frontier for Army research programs with substantial effect on national defense issues and new technology areas. Duties

Help

Work involves research and development in Information Assurance (IA)/Cyber security that provides real-world threat data to ARL researchers and their partners. Efforts include Cyber security Service Provider (CSSP) services such as Network Monitoring, Incident Response, Threat Analysis, Information Assurance Vulnerability Management (IAVM) compliance over sight developed and provided as part of the Sustaining Base Network Assurance Branch (SBNAB). Expertise, knowledge, and skills in Security Control Assessor-Validator (SCA-V) services such as Risk Management Framework (RMF) for Certification and Validation support, Cyber security white papers, Systems Engineering consulting and performance integration and testing to include software source code reviews.

  • This position requires travel up to 20% of the time in a Temporary Duty Travel (TDY) Status.
  • This is an Information Assurance Workforce Improvement Program position. Incumbent is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M. Personnel assigned to this position must obtain the appropriate certification within six months of being assigned. Failure to satisfactorily obtain and/or maintain updated certifications IAW publication listed are grounds for termination.
  • This position description has been designated for a "Mission-Critical Emergency Employee" for Continuity of Government Operations (COOP); meaning that this incumbent may/can be required to report for CONUS related duty during an emergency at an offsite location.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. IT related Experience: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience:
To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience includes work that involved: 1) Experience in IT principles, methods, and practices in the assigned specialty area; IT systems development life cycle management concepts; performance monitoring principles and methods; quality assurance principles; technical documentation methods and procedures; systems security methods and procedures; analytical methods; and oral and written communication techniques. 2) Experience leading IT systems development projects from design to support, evaluate the effectiveness of installed systems and services, and provide advice on and devise solutions to a wide range of IT issues and/or business processes for IT professionals. This definition of specialized experience is typical of work performed at the next lower grade/level position (DJ-03) position in the federal service (Equivalent to GS-13 or higher).

Time in Grade Requirement: Not Applicable for DEMO positions.
