Summary

The USAF Air University invites applications for a position as the Director, Muir S. Fairchild Research Information Center (MSFRIC).  The MSFRIC Director leads the academic and research library program on behalf of the Commander and President, Air University (AU), for the schools, colleges, institutes and centers of the University. Academic missions supported include pre-commissioning and commissioning education, Professional Military Education (PME), Professional Continuing Education (PCE) and graduate education, in residence and through distance learning. The successful incumbent for this position will be able to connect the Air Force professional to authoritative and relevant information resources through knowledgeable experts, tailored library tools and scholarly publications.

 

The Muir S. Fairchild Research Information Center (MSFRIC), founded in 1946, is the premier library in the Department of Defense (DOD). The library's primary purpose is to serve the learning and research needs of AU's students, faculty and researchers. It houses well-balanced collections especially strong in the fields of war fighting, aeronautics, Air Force and DOD operations, military sciences, international relations, education, leadership, and management. The library holds more than 2.6 million items: 530,000 military documents; over 429,000 monographs and bound periodical volumes; 615,000 maps and charts; 150,000 current regulations/manuals; and over 909,000 microforms. The library's Integrated Library System automates all facets of information access, including identifying, locating, and circulating materials. MSFRIC's on-line reference services access approximately 500 specialized remote databases.

Duties

Help

Responsible for the full scope of library operations including administration, management, public and technical services.  Establishes internal procurement policies and procedures, fiscal and accounting processes, and coordinates facility management and space allocations for the library.  Creates a working relationship with commanders, commandants, and directors of Air University organizations and advises them on the full range of academic and research library materials and services available to their staff, faculty and students.  Develops and coordinates library services designed to achieve optimum responsiveness in terms of student and faculty requirements.  Establishes methods to assess materials and services effectiveness and customer satisfaction with them. Develops budgets and short- and long range library plans.  Ensures library resources and services conform to the long-range strategic plans of the Air University as related to technology, subject matter concentrations, and advances or changes in the method or delivery of instruction. Directs the publishing of program to provide Air University and the Air Force professionally researched, written, edited and illustrated publications in the field of aerospace history, doctrine, and application.  Responsible for the full scope of publishing operations including acquisition, editorial and design oversight, production, marketing and distribution.  Supervises the staff of the Air University Library.  Establishes policies, procedures, and guidelines, and resolves work problems.  Initiates and maintains relations with local, state, regional, and federal libraries and library consortia in joint efforts to maximize resource sharing and inter-organizational cooperation.

Qualifications

Character consistent with the United States Air Force core values of Integrity First, Service Before Self, and Excellence in All We Do.  Significant leadership and management experience in a graduate-level accredited university.  Knowledge of librarianship and a broad educational background, a broad knowledge of the organization and functioning of the federal government and especially the Air Force, ability to direct a major activity of Air University, expert judgment in resolving problems and making decisions, and high qualities of leadership and educational statesmanship. Skill in one or more functional areas of library science, to include knowledge of multi-information sources and access points and electronic information access, development and dissemination. Ability to plan a library program to meet the mission of the organization. Knowledge of leadership in the field of library science.

Master's Degree (PhD desired) from accredited resident program in a degree or program area appropriate to the AU mission, preferably in Library Science.  

Academic rank for the position is Administrative Faculty (AD-25). 

Position requires a Top Secret clearance. This position requires the employee to travel occasionally away from the normal duty station.  The employee must be willing and able to travel on military and commercial aircraft. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. This a drug testing position; incumbent is subject to random testing for drug use.
