Summary

The Executive Director, Demand Management is a full time position that reports to the Deputy Assistant Secretary, Enterprise Program Management Office (EPMO), Office of Information and Technology.  This position is located in Washington DC.

The Executive Director for Demand Management is tasked with improving the overall effectiveness and efficiencies of program operations across the EPMO.  The Executive Director is responsible for policy, planning, tools, governance, metrics and dashboard development and management.

The role of the EPMO/Demand Management organization is to ensure that OI&T resources are aligned with the priorities of business requirements and VA standards. Applying a structured framework of strategies, architecture, policies, procedures, and governance, Demand Management engages with stakeholders in the development, analysis and prioritization of needs, as well as the development of business cases, plans, and cost estimates in preparation for project initiation. Demand Management provides and supports strategy development and planning; communications planning and implementation; enterprise engineering and architecture; tools management, including development of policies, procedures, guidance, processes and governance; and enterprise-wide performance management, reporting, and control.

VA structures its SES positions into pay bands. This is a pay band 3 position and the salary range is $124,406 to $172,100.

Help

The Executive Director for Demand Management directly reports to the Deputy Assistant Secretary, Enterprise Program Management Office, Office of Information and Technology and is responsible for policy, planning, tools, governance, metrics and dashboard development and management. The Executive Director will oversee demand and capacity. The responsibilities include, but are not limited to:                                                                                   

-Improving the effectiveness of program operations and leading line and staff organization in the performance of the EPMO and VA mission.                                                                                

-Providing data analysis in regularly assessing portfolio, program and project metrics ensuring competitive performance, risk analysis and resolution.                                                                             

-Formulating, establishing and maintaining a national integrated system of management records, monitoring and overseeing national programs to ensure adherence to policy regulations and providing appropriate action in the event of discrepancies, and conveying strategic and project communications both internally and externally to EPMO.                                                                          

-Envision and specify long term strategies and plans for the continuing evolution of information technology and associated services, which play a critical role in the VA's mission.                                                                          

-Participating in network and systems design to ensure implementation of appropriate systems security policies; assesses security events to determine impact, implements relevant corrective actions in enterprise applications, and ensures rigorous application of information security/information assurance policies, principles, and practices in delivery of all enterprise applications                                                                        

-Applies technical expertise of high order to serve as an expert advisor to other leaders and team across EPMO and OI&T in the exploitation and application of leading edge software development technologies.

TQ1: Demonstrated experience defining, integrating, implementing, and maintaining multiple concurrent information technology (IT) products in a large, complex geographically dispersed environment, placing integration work products under appropriate levels of control.

TQ2: Demonstrated substantial experience formulating policies, goals, objectives and operational strategies, integration sequence and processes to include evaluating adherence to integration processes and decision making for Information Technology programs.  Ability to describe risk management procedures including how to handle integration and implementation of vendor provided products versus products developed internally.
