The selectee for this position will serve as a Supervisory Contract Specialist (Chief of Contracting Office) in the Component Acquisition Executive (J4) providing direct support to the Program Executive Office (PEO) for Defense Healthcare Management Systems (DHMS) of DEFENSE HEALTH AGENCY.

Duties

Help

The successful selectee will perform the following duties:

  • Serve as the principal business advisor to the PEO DHMS on all procurement and contracting matters related to the economy and efficiency of the assigned acquisition category (ACAT) IAM and III programs.
  • Develop recommendations to solve problems, providing impact of programmatic decisions throughout the DHA and the DoD.
  • Serve as a contracting officer with unlimited warrant, having complete authority for all contractual actions to support all phases of the program including initial planning, implementation, testing, integrated logistics support, software support, technical data, off-line product improvement, sustaining engineering, training, equipment and materials.
  • Plan, organize, coordinate and execute the negotiation and overall administration of complex contracts and contracts supporting PEO DHMS.
  • Supervise and manage a staff of contracting officers and contract specialists.
  • Work in high op tempo, high visibility environment.

Requirements:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. This position has been identified as a Career Field Contracting at Level III. Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

This position is designated as CAP with further designation as a Key Leadership Position (KLP). As a KLP, the selectee will be required to sign a Tenure Agreement which requests the selectee to remain in this position for a designated period of time, generally 3-4 years.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Must be willing and able to travel on military and commercial aircraft for extended periods of time.

Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Positions that are supervisory/ managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position.

Qualifications

Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Overseeing or managing contracting activities within an Acquisition System to determine implementation or integration needs.
Examples of Overseeing pre-award or post-award phases or functions to implement new automated system processes, Managing acquisition policy development or implementation to increase automated system efficiency, or Monitoring contract programs to ensure integration across an organization's automated system.
