Summary

The Pathways Internship Program is for current diploma/certificate/degree-seeking students and is designed to attract students enrolled in a wide variety of educational institutions with paid opportunities to work in USDA/NRCS and explore Federal careers while still in school. This program exposes students to jobs in the Federal civil service by providing meaningful developmental work while completing their academic requirements. Depending on budget, NRCS may authorize a one-time gross housing stipend if the location selected for is outside the local commuting area, AND may also provide reimbursement for out-of-pocket expenses.

Candidates selected from this announcement may be eligible for non-competitive conversion to a term or permanent position in the competitive service provided that all terms of the Internship Program are met and there is an available position. Conversion is not mandatory or guaranteed and is at the discretion of the agency.

Pathways Interns may convert to permanent or TERM positions in the same line of work they were initially appointed (Archaeologist GS-0193-9/11/12). To be eligible for the conversion, you must satisfactorily complete all Pathways Program requirements: complete at least 640 hours of work experience prior to graduation, and meet the position’s positive education requirements at graduation. Help

As a Student Trainee (Archaeology), you will be performing the following duties under direct supervision; Assignments will be developmental in nature and will assist the employee gain the competencies necessary for a career:

  • Work independently on smaller/familiar projects and assists in ensuring integration of farm planning with the protection/avoidance of cultural resources. More difficult problems are presented to the Cultural Resource Coordinator, but incumbent is expected to provide recommendation to solution and use judgment in evaluation of the evidence to resolve problems.
  • Organize, supervise, or directly perform inventory of areas. Work includes preparation of maps, inventories, reports, and records related to the discovery, protection, inventory, salvage, and interpretation of heritage and cultural resource areas.
  • Carry out investigations of proposed projects on state and private lands to meet NRCS policy in compliance with State and Federal law in regards to Cultural Resources; and prepares reports of findings and recommendations for NRCS and other agencies as warranted. 
  • Provide advice to State Cultural Resources Coordinator on identification and management of Cultural Resources including the development of immediate objectives, integration with resource activities, and establishment of priorities.
  • Review reports as part of project planning to evaluate the quality of the inventory, the completeness of the report, and the significance of cultural sites found. Prepare determinations of effect for such projects identified during project inventories. Recommend mitigation procedures.

If selected for this Internship, the applicant will be required to complete the following:

Pathways Requirements:
•  Be enrolled at least half-time at a qualifying educational institution.
•  Maintain good academic standing as defined by the educational institution for the duration of the internship.
•  Sign a Pathways Participant Agreement.
•  Serve a two (2) year trial period.

Employment Requirements:
•  Entrance on duty is contingent upon completion of a pre-employment security investigation. The position may require a background investigation at the time of appointment, and may be subject to reinvestigation every five years thereafter. A favorable adjudication of the background investigation at the time of appointment and on reinvestigations is a condition of employment.
•  If you are newly hired, the documentation you present for purposes of completing the Department Homeland Security (DHS) Form I-9 on your entry-on-duty date will be verified through the DHS "E-VERIFY" system. Federal law requires the use of E-VERIFY to confirm the employment eligibility of all new hires. Under this system, the new hire is required to resolve any identified discrepancies as a condition of continued employment.
•  Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
• Must possess and maintain a valid driver's license as a condition of employment.

Qualifications

All applicants must meet the eligibility, education and qualification requirements listed below by the closing date of the announcement.

To be eligible for a Pathways Internship, applicants must:

• Be at least 16 years of age at the time of appointment;
• Be enrolled (or accepted for enrollment) in an accredited educational institution;
• Be enrolled at least half-time as defined by your educational institution; and
• Be in good academic standing, as defined by the your academic institution.

Minimum Qualification Requirement for GS-9 Position:
  • Completion of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree in the field of archaeology or related field.
One full academic year of graduate education is defined as 18 semester hours or the equivalent as defined by the accredited college or university.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

  • Work Schedules: Selected Intern will work part-time during the school year and up to 40 hours per week during school breaks such as summer break.    
  • Promotion/conversion to the next higher grade may occur without further competition once all legal and regulatory requirements are met to include management’s certification of the continuing need for performance of duties at the higher grade level. 
  • Work requires regular and recurring physical exertion such as walking on rough terrain, jumping ditches and furrows, climbing steep banks, or negotiating other terrain features while carrying 25 pounds of field gear.
  • Field Environment includes extreme cold, hot sun, rain, dust, insects and lightening.
