NOAA is seeking bright, innovate, results-oriented students who are pursuing a degree or certificate program in an accredited educational institution for our Intern Program. The NOAA Pathways Internship Program targets students accepted for enrollment or currently enrolled in a degree-seeking or certificate program at least on a half time basis. (Applicants who do not meet the definition of student will not be considered).
This is an internship under Pathways Program. At the successful completion of the student’s academic and Pathways Program requirements, he/she may be eligible for non-competitive conversion to a permanent or term position. Throughout the program, he/she will participate in on-the-job training and provided a mentor to develop competencies applicable to the target position.
To be eligible for conversion to a permanent or term position, the Intern NTE must:
Successfully complete his/her academic degree or certificate program.
Demonstrate successful job performance.
Meet the Office of Personnel Management’s qualifications for the position to which the Intern will be converted.
Complete a 640 work hour requirement prior to completion of degree or meet the eligibility requirements for the 320 hour waiver.
Sign a Pathways Programs Participant Agreement upon appointment.
Meet established goals outlined in the Intern’s Individual Development Plan (IDP).
Recommended by supervisor/manager for conversion to permanent or term position.

You will receive on-the-job and formal training to provide you with experience in the operation of the Weather Forecast Officer (WFO). You will become familiar with National Weather Service programs, policies, and procedures; and you will have an opportunity to perform progressively more responsible assignments as experience is gained. You will also receive instructions and gain practical experience in interpreting radar echoes and satellite imagery in terms of associated meteorological conditions. You will have the opportunity to participate in scientific research and develop procedures to transfer research to operations.
Responsibilities may increase and assignments will become more complex as your training and experience progress.
The incumbent in this position may work in a trainee capacity until degree or certificate program is completed. Certificate program must be equivalent to one year of college-level coursework.

Definition of Student: Student means an individual accepted for enrollment or enrolled and seeking a degree (diploma, or certificate) in a qualifying academic institution, on a full or half-time basis. Half-time is defined by the educational institution is which the student is enrolled. Students need not be in actual physical attendance, so long as all other requirements are met. An individual who needs to complete less than the equivalent of half an academic, vocational, or technical course-load; in the class enrollment period immediately prior to graduating; is still considered a student for purposes of this program.
College Transcript: Applicants must submit a copy of your college transcript that lists college courses, course title, and number of credit hours. You may submit an unofficial copy of the transcript at the initial phase of the application process, but an official certified copy must be received before you can report to duty.

Non-Competitive Conversion Eligibility: Candidate(s) selected from this announcement may be eligible for non-competitive conversion to a term or permanent position in the competitive service provided that participant completes all academic and Pathways Programs requirements. Students must meet the following eligibility requirements to participate in this Internship Program:
U.S. Citizen or U.S. National.
Must be at least 16 years of age at the time of appointment.
Be enrolled or accepted for enrollment as a student on at least a half-time schedule at a qualifying educational institution in a certificate, degree, or diploma program.
Be in good academic standing as defined by the educational institution (at least a 2.0 grade point average (GPA).
If selected, must sign Student Pathways Program Agreement and provide official transcript at the time of appointment and at the end of each academic term to ensure eligibility. Your college transcript is used to verify successful completion of degree, or college course work. Official transcripts will be required before you can report to duty.
For the GS-03: Successful completion of 1 year of post-high school study that included at least one course in meteorology, mathematics, engineering, or physical science.
