Physical Demands: The physical requirements of the position are normal for an office environment. The work will require extended periods of standing at a digitizing tablet or light table and sitting at a computer workstation.

Work Environment: Typically, work is performed in a normal office setting; however, occasional field work may be required.

This position is for Recent Graduates who have completed a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years. Note: (1) Certain veterans precluded from applying within the timeframe due to a military service obligation have up to 6 years from completing their education to apply.

This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program. The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment.

The agency may noncompetitively convert a Recent Graduate who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the BLM’s 1 year developmental program and meets the OPM Qualification Standards for the targeted occupational series.

Duties

Help

Provide operational support to GIS projects at the Field Office. Evaluate geographic data for spatial accuracy, correct errors and assure that map products are press ready and meet BLM mapping standards. Utilize GIS to supplement and ultimately replace manual drafting of plat records. Serve as liaison support within and outside the Bureau to ensure coordinated development of GIS technology. Assist Resource Staff in digital data collection and GIS database maintenance, interacting with various resource specialists in a multitude of environments to discover/recover information that will be converted to the current GIS. Provide support to field mapping projects utilizing Global Positioning Systems and digital imagery. Answers questions and provides information for the general public, other agencies and groups relating to the use of GIS.

Qualifications

Be at least 16 years of age or older for a non-arduous or non-hazardous duty position.

A Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period.

Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual’s eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study.

To be creditable, experience must have been equivalent in difficulty and complexity to the next lower grade (GS-06) of the position to be filled.

Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

Specialized Experience for the GS-07 is described as:

Experience: One year of specialized experience equivalent to at least the GS-­06 level performing work in cartography or in a related field such as photogrammetry or geodesy, where the work required similar knowledge and skills: OR Education: One year of graduate level education only in those instances where it is directly related to the work of the position, Examples of acceptable courses include: cartography, astronomy, geodesy, photogrammetry, oceanography, computer science, land surveying, geophysics, remote sensing, algebra, trigonometry, and calculus. Not more than 9 of the 18 semester hours should have been in mathematics or statistics. (NOTE: 18 semester hours is considered an academic year of graduate study)

This position does not have an education requirement. You must meet the specialized experience requirement to qualify for this position.

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

This position is not eligible for Telework.

1. Knowledge of Geographic Information Systems (GIS) principles and concepts.

2. Skill in using current GIS software, especially Arc Map and Arc Info.

3. Skilled identifying and evaluating the content of geographic data from a wide variety of sources.

4. Skill in developing and maintaining GIS databases; register map data digitizing data and editing digitized geographic information to eliminate errors.

5. Ability to effectively communicate with other government agencies, coworkers, and the general public.
