Serves as program manager for operating and maintaining the OIG’s suitability/security program. Conduct background investigations and recommends adjudication; tracks case processing and investigative costs. Keeps abreast of current trends and developments in the government suitability and security fields. Serves as the coordinator for the provision of information to OPM in adjudication of all the agency’s personnel security cases.
Determines whether to grant, deny, revoke, suspend or restrict security clearances and/or to determine suitability for employment, in accordance with the appropriate regulations. Recommends changes in sensitivity designations or security clearance status based on such factors as possible changes in duties, position locations, need to know or need for access to restricted areas. Advises managers or high-level officials on sensitivity guidelines to incorporate these changes.
Prepares and forwards emails regarding the status and determination of fingerprints and backgrounds; and schedules and takes applicants fingerprints for investigations. Maintains security logs for complete accuracy of fingerprints, medical, employment verifications, and background investigations. Initiates, updates, and transmits background investigations through Electronic Questionnaires for Investigations Processing (e-QIP) system and also serves as the Agency’s primary point-of-contact for USAccess. Furnishes personal identification verification (PIV) badges and credentials to Federal personnel, approved contractors, and other eligible individuals.
Serves as a technical liaison on personnel security matters representing the Agency with internal and external customers. Assists representatives from the various offices with security procedures, records and status of individual cases. May be called upon to work with other DOL-OIG employees and/or other security specialists to reconcile and adjudicate security packages for OIG employees. Maintains internal records of current clearances and monitors the reliability of the work force.
Researches and analyzes operational issues; develops and /or modifies internal operating guidelines; and develops security policies, techniques, methods, and practices in order to meet changing needs and satisfy security program requirements. Develops local policies and implementing instructions for the OIG and provides authoritative guidance to management officials on complex and/or controversial personnel security matters.
Appointment to this position may require a backgroud investigation.

Requires the ability to obtain/maintain a top secret security clearance.

Qualifications
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized experience consists of performing personnel security and suitability adjudications, developing personnel security plans and procedures; identifying threat indicators, related risk and mitigation factors, and serving as an advisor on personnel security issues. Advices on personnel security policies; formulating and recommending personnel security investigative requirements; and advising on procedures for adverse determination and employee rights.
This position will not be filled until the Departments Placement Assistance Programs have been fully utilized.

There is no subsitution for education at the GS-13.
