About the Position:
This position serves as the West/Far East Region Human Resources Classification Proponent located at Ft. Huachuca, AZ. Working directly with 23 Civilian Personnel Advisory Centers (CPACs) located throughout the West Region/Far East, all the way from Corpus Christi, TX to Alaska, Hawaii, and Korea/Japan. This position requires a high level of expertise in dealing with a variety of complex classification policy issues and actions.

Duties

Help

  • You will serve as the Classification Proponent for one of Army's CHRA Regions, as the functional expert in all aspects of classification. The issues are the most difficult, technically complicated, and/or are controversial, requiring the highest level of technical expertise. Matters considered are ones that have been researched by others and found to be in areas that lack definitive guidance, are subject to interpretation because of the conflicting nature of the guidelines and/or are politically sensitive or controversial.
  • Conduct research to provide authoritative and interpretation of a multitude of statutes, regulations, guidelines, and policies rendered by Congress, Office of personnel Management (OPM), Department of Defense (DoD), and Department of Army (DA). Collaborate with other Regions and higher headquarters on controversial and technical issues.
  • Serve as the Regional primary point of contact on review of proposed or revised policies and procedures through the final implementation guidance.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes applying complex civilian personnel laws, rules, regulations, practices, and procedures related to Federal civilian position classification advisory services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
