Duties

Help

Duties as an Acquisition Specialist in the Acquisition Division include but are not limited to:

  • Incumbent will use the Government Purchase Card (GPC) with a spending limit above the micro-level of $3K and less than $25K to procure commercial and specialized goods and support services for operations, and maintenance activities supporting the Department of Defense, Office of Inspector General Headquarters and field activities.
  • Performs acquisition duties and accomplish procurement activities supporting contract awards.
  • Applies knowledge of the Federal Acquisition Regulation (FAR), DoD procurement regulations, policies, and other regulatory guidance to ensure requested services using the $25K Government Purchase Card with spending limits above the micro spending limits of $3K but less than $25K complies with all acquisition guidelines. 
  • Assesses procurement activities and perform acquisition business processes, customer service levels and other program areas to ensure appropriateness of requested services. Accomplishes procurement actions to acquire procurements, purchases of services, materiel, equipment, and supplies from existing federal awarded contracts.
  • Accomplishes a vast amount of contracting procurements using commercial established contracts involving a wide variety of generalized and specialized items.  Contract procurements may require a variety of procurement methods involving written or verbal request for support.

Other Position Requirements

Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.

The incumbent of this position is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with the DoD OIG.

If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.

 

Permanent Change of Duty (PCS - Relocation) expenses WILL NOT be paid.

The incumbent must adhere to the DoD Standards of Conduct.

 

Qualifications

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-08 level in the federal service or at an equivalent level.  Specialized experience is defined as:  1) experience with procurement using the Government Purchase Card as the method of payment with a spending limit above the Micro Purchase Limit (MPL) of $3K and not to exceed $25K;  2) Experience in preparing solicitation and analyzing required documents, specifications or work statements to ensure requirements are documented properly; and 3) Experience evaluating vendors' responses to solicitations and determine responsiveness and pricing reasonableness.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:

  1. Knowledge of the Federal Acquisition Regulation and the DoD supplement, agency acquisition regulation, policies, procedures, and business practices acquired through extended training and on-the-job experience.
  2. Knowledge of regulations and guidelines related to an understanding of: required sources of supply, federal supply schedules, and non-competitive and competitive open market purchase sufficient to determine how the procurement should be acquired and to ensure regulatory compliance throughout the procurement process.
  3. Knowledge of post-award procedures sufficient to administer the contract by monitoring the contractor's performance and/or delivery of supplies or services; resolving claims, negotiating and preparing substantial modifications resolving problems, such as non-performance and/or delays in shipment, or poor quality or workmanship.
  4. Knowledge of solicitation when utilizing a variety of procurement methods to make both competitive and sole source small business purchases.
  5. Knowledge of the Federal Acquisition Regulation solicitation process to include preparing solicitation (preparing the bidding documents including statement of works and associated documentations); evaluating proposals (determining the best source); establishing fair and open expectation for the pricing determination.
  6. Knowledge base and acquisition skills necessary to accomplish a complete analyzing of customers unique requirements and forecast customer requirements to ensure supportability across the entire DODIG framework.
  7. Knowledge of price analysis techniques to support evaluation of pricing data (analyze alternative of analysis, assess some risk factors), submitted quotes (evaluate proposals; determine fitness, proficiency), sources sought (determine fairness, adequacy, suitability and adequate competition ranges).
  8. Ability to prepare documentation and written products required in Federal acquisition processes.  

Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
