Summary

This position is located in the Public and Business Affairs Office, in the Director's Office of NIST. You will help facilitate strong, two-way communication between the Advanced Manufacturing National Program Office (AMNPO) and its stakeholders, by advising program management on communications policies and best practices and creating communications plans that promote the office's mission and programs.

Duties

Help

In this position you will help establish and maintain strong two-way communications between the AMNPO and its stakeholders. These include all federal agencies involved in advanced manufacturing; the member institutes of the Manufacturing USA network; the White House Office of Science and Technology Policy; industry; academia; the general public; and other entities involved in manufacturing (such as state organizations and industry groups).

You will work with the AMNPO program staff on presentations, speeches, official announcements, websites, meeting materials, exhibits, publications, social media, and an annual report and strategic plan. Responsibilities include advising program managers on tailoring communications to specific audiences in support of strong customer service. You will also collaborate with communications directors at the institutes and partner agencies.

Qualifications

Applicants must possess one year (52 weeks) of specialized experience equivalent to at least the ZA-II level (GS-11 equivalent) in the federal service. Specialized experience is defined as experience writing for multiple audiences through various media such as news releases, feature articles, speeches, fact sheets, web pages, social media, and brochures; strong editing skills; knowledge of creating communications products and plans that serve clients needs; skill in interpersonal relationships; effective use of social media in your work; knowledge of the principles, practices, and procedures of public affairs; experience handling media and public inquiries; and the ability to advise management on public communications policies and best practices.

ALL APPLICANTS MUST SUBMIT TWO (2) writing samples that demonstrate the ability to translate complex chemistry, engineering, physics, or advanced manufacturing research concepts into journalistic, lay language. These samples are required from all applicants at the time of application.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This appointment may be extended up to four years without further competition.
