Summary

This position is located in the Directorate for Engineering, Division of Electrical, Communications and Cyber Systems. (ECCS). ECCS addresses fundamental research issues underlying device and component technologies, power, controls, computation, networking, communications and cyber technologies.

NSF is relocating to Alexandria, Virginia. In late summer of 2017, NSF will begin the transition from its current location in Arlington, VA to 2415 Eisenhower Avenue, Alexandria, VA 22314. The new location is adjacent to a Metro station (Eisenhower Avenue on the Yellow Line) and there is ample parking in the area. There are several amenities nearby, such as restaurants, hotels, and shops.

Duties

Help

The primary purpose of this position is to provide administrative assistance and guidance for internal agency operating programs and projects, including analyzing and evaluating budgetary and financial programs, procurement, contracting, facilities and space management, human capital, and information technology. Specifically, responsibilities include:

  • Administering the administrative budget, to include budget execution and monitoring. Making substantive contributions to budget formulation.
  • Conducting budgetary reporting and analysis; forecasting budgetary needs and identifying potential problems; certifying and obligating funds; and allocating funding and resources for projects.
  • Analyzing human capital resource requirements for current and projected workloads, realignment of functions and positions, staffing levels, and analysis of workforce planning initiatives.
  • Studying the benefits of new information technology and administrative support systems to improve the efficiency of administrative support or program operations and procedures.
  • Assisting management in developing staffing plans by analyzing impact of long-term organizational needs and expectations, potential program changes, and current staff composition.
  • Utilizing appropriate Federal and NSF rules and regulations to guide recruitment, prepare personnel documents, and justifications for personnel decisions.
  • Working closely with management to determine future program needs, and coordinating with senior management on modified or changed policies affecting program operations.
  • Serving as the administrative liaison with other Federal agencies and the scientific community.

Qualifications

To qualify at the GS-11 level you must have one year of analytical experience, equivalent to the GS-9 level in the Federal service, that demonstrates knowledge of, and ability to solve problems related to the administrative programs needed to manage an organization. Experience must demonstrate knowledge of human resources or budget principles and practices, as well as in one or more of the following areas: human resources, budget/finance, procurement, space administration, and management analysis. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, may be substituted for the specialized experience.

To qualify at the GS-12 level you must have one year of analytical experience, equivalent to the GS-11 level in the Federal service, that demonstrates knowledge of, and ability to solve problems related to the administrative programs needed to manage an organization. Experience must demonstrate knowledge of human resources and budget principles and practices, as well as be in one or more of the following areas: finance, procurement, space administration, and management analysis.

Education may be substituted for experience as described in "Qualifications."
