Summary

This position is located in the Department of Energy (DOE) Office of the Chief Information Officer (OCIO).

The OCIO is responsible for enabling the Department’s urgent missions in energy, science, and nuclear security through the power of information and technology by leading the Department’s cyber coordination efforts across the extended DOE enterprise, increasing transparency and enhance collaboration on cyber programs, investments, and incident responses, and providing information technology services to customers to support mission applications and operational requirements.

Help

The Deputy Chief Information Officer for Enterprise Operations and Shared Services is a Senior Executive Service position within the Department of Energy (DOE) responsible for the operational management and oversight of essential, mission-critical cyber and enterprise information resources management services to include, but not limited to: Department-wide local area network (LAN), wide area network (WAN), and metropolitan area network (MAN) backbone infrastructures; Department-wide e-mail architecture, directory services, and Internet mail standards; Department-wide site cyber security perimeter protection capabilities (e.g., firewall, intrusion detection, e-mail security, virus protection and other technologies); and enterprise configuration management and change control board functions, as well as the Departmental corporate wide area network (DOENet). Responsibilities include the following:

  • Leads the strategic direction and maintenance of enterprise information resources management operations to include, but not limited to: migration of existing networks, implementation of cloud-first commercially provisioned services, continuity of operations, disaster recovery, and management of the DOE Headquarters site telecommunications network and cyber programs.

  • Directs and oversees customer service of the Department’s infrastructure, including desktop computers for ~10,000 Federal and supporting contractor staff, data centers, network, and telecommunication services, while meeting customers’ diverse requirements and adhering to the Department’s priorities.

  • Establishes and maintains IT infrastructure models that are consistent with enterprise architecture and security policies, evaluates new tools and prototypes, and ensures integration of all new applications deployed over the shared infrastructure.

  • Serves as the principal DOE liaison and representative to the National Communications System and executes programs and procedures pursuant to national directives; and manages the DOE National Security and Emergency Preparedness telecommunications program.

  • Provides and supports secure, national-level decision making communications for the Secretary of Energy, his advisors, and top-level management. Acts on behalf of the Chief Information Officer and Principal Deputy and/or Deputies on technical and management direction of operational services involving Departmental information resources management.

  • Provides expert advice, recommendations, and Department representation in areas of government initiatives, Federal policies, technology assessments, and industry best practices. Maintains relationships with key personnel and officials from inside and outside of government to advance effective implementation of tools and practices for the Department.

  • Builds and maintains a highly motivated, responsive, and proactive workforce possessing required competencies and fosters a diverse and inclusive workplace.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is a member of the SES with career status or has successfully completed an SES Candidate Development Program, certified by the Office of Personnel Management, his/her managerial qualifications must be approved by OPM before appointment can be effected. If you are selected for this position, you will be subject to the U.S. Department of Energy mandatory requirements and will be required to file a public financial disclosure report within 30 days of entry on duty. As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed. New appointees must successfully complete a 1 year probationary period.

Qualifications

Mandatory Technical Qualifications (MTQ): Applicants must respond to the following MTQs which represent the experience needed to perform the duties and responsibilities of the position. You will be given the opportunity to address these MTQs later in the online application process.

MTQ 1: Executive level experience in planning, procuring, implementing, and operating an enterprise-wide information technology infrastructure operation (wide and local area networks, service desk, end user/customer support, desktop management, operational cybersecurity, remote access technologies, storage solutions, and migration to cloud/managed services). This competency includes the ability to transform and re-engineer IT operations in support of changing business needs along with ensuring effective vendor relationship management in accordance with the Clinger-Cohen Act.

MTQ 2:Executive level experience in delivering modern infrastructure solutions to support a mobile workforce and virtual workplace for a complex organization. This includes integration of new applications of technology and IT business models in support of emerging workforce needs.

MTQ 3: Demonstrated success in collaborating and communicating on technical issues with executive level leaders and customers in development, implementation, and execution of cohesive IT strategic and tactical plans, including performance management of a large organization.

MTQ 4: Demonstrated senior level experience in managing financial and contract issues related to purchasing and costing IT services, equipment, and infrastructure to support large, complex IT organizations with financial contracts between $25M-$100M. This includes use of portfolio management techniques to prioritize limited resources, creation of fee-for-service models for cost recovery, and use of innovative contracting practices.
