About the Position:  Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located in Northern New York's picturesque North Country, one of the most historically unique and geographically beautiful areas of the United States, offering bountiful outdoor recreational opportunities from hunting and fishing to winter sports of all types. Fort Drum is approximately 30 miles from Canada, with the Great Lakes to the west, the Adirondack Mountains to the east, and the St. Lawrence River and Thousand Islands in between.

Help

This position is located in the Network Enterprise Center (NEC), Fort Drum, NY. In this position you will implement new system hardware and software and develop local operating procedures. You will monitor the ongoing operation of the various information processing systems within the organization and throughout the Fort Drum Installation to include but not limited to information processing systems and Defense Information Systems Network. You will install, configure, maintain, monitor, and troubleshoot network and application server hardware, operating system software, and peripheral network equipment such as routers, bridges, hubs, encryption devices, cache servers, firewall, cabling system, network interface cards, modems, multiplexers, and concentrators. You will Perform duties such as network administrator and information systems security officer (ISSO) for installation networks; analyze equipment and software reliability and utilization reports to identify and correct problem areas and establish computer and telecommunications performance levels; perform function tests on hardware and software to resolve technical problems to ensure operability, efficiency, and compliance with existing standards; assist in the planning and implementation of local area networks (LAN) and examine and evaluate alternative means of satisfying user requirements.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Basic Requirement:  Individuals must have IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience Required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Installing, configuring, maintaining, monitoring, and troubleshooting networks and systems; assisting in the planning and implementation of local area networks (LAN); conducting analysis of network usage, user complaints, and traffic interruptions; working with technical support personnel in resolving critical problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-09).

You will be evaluated on the basis of your level of competency (knowledge, skills, and abilities) in the following areas: 

  • Knowledge of Information Technology Systems
  • Knowledge of Information Technology Principles and Regulations
  • Ability to Analyze and Troubleshoot
  • Ability to Communicate

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).

Education

To qualify for the GS-11 based on Education: You must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. (NOTE: You must provide a copy of your transcripts.)
