Summary

The U.S. Government Accountability Office (GAO) supports the Congress in meeting its constitutional responsibilities to legislate, appropriate, and oversee the Federal government for the benefit of the American people. The GAO, commonly referred to as the investigative arm of Congress, or the congressional watchdog, is independent and nonpartisan. The GAO assists Congress in making informed decisions by providing information on policy and program issues, as well as by providing recommendations to make government more effective and responsive.

Interns must work a minimum of 400 hours, part-time (minimum 24 hours per work) or full-time (40 hours per week) not to exceed a total of 640 hours.

The anticipated start date for these intern positions is August/September 2017. Interns may have an opportunity for a permanent position based on a successful intern experience (comprised of a minimum of 400 hours) and successful completion of degree requirements. The ability to convert to a permanent or term appointment with 400 hours of work experience is contingent upon budgetary conditions and staffing needs at the time of eligibility.

Help

Interns will work on various assignments within one of GAO's Administrative Professional and Support Staff (APSS) offices:

Chief Administrative Office (CAO)-Business Process Analytics Group (BPAG): Interns will work with internal stakeholders to collect and analyze data to spot trends and improve the efficiency and effectiveness of internal GAO operations for CAO administrative functions.

Chief Administrative Office (CAO)-Internal Operations and Communication (IOC): Interns will work with CAO’s internal communications team to review, analyze, revise, and restructure intranet content related to GAO’s internal operations and customer services.

Congressional Relations (CR): Interns will identify and monitor the status of legislation; prepare records of reports required by statute or requested by Members of Congress for review by GAO’s Executive Committee; conduct research regarding GAO’s impact on legislation and Congressional oversight.

Human Capital Office (HCO): Interns will provide assistance to GAO employees in a variety of human capital operational areas to include: personnel processing and payroll operations, recruitment and staffing activities, records management, performance management, compensation and leave policies and programs, employee relations activities and benefits programs, diversity and inclusion efforts, and/or budget and contracting matters.

Infrastructure Operations (IO): Interns will perform analytical studies focused on evaluating the effectiveness of various business operations, processes, and programs in the subject areas of facility management, security and emergency management, and records management. Information Security, Personnel Security, and Protection Services.

Financial Management and Business Operations (FMBO): Interns will be responsible for maintaining, organizing, interpreting, and reviewing accounting documents and data for record management purposes; analyzing and reviewing data to ensure consistency; conducting analysis of GAO/FMBO’s best practices.

Learning Center (LC): Interns will provide assistance in learning development and delivery activities such as classroom logistics, course development, adjunct faculty program and recognition, course evaluations and analysis, design and development of learning products includes instructor-led training materials for classroom and webinars and eLearning interactive media, simulations, and videos.

Professional Development Program (PDP): Interns will assist with recruiting and hiring activities, PDP learning series, updating PDP program manuals, conducting program analysis.

Public Affairs (PA): Interns will assist with the product line steering committee and working groups; reaching new communications platforms and new features of existing communications platforms.

Strategic Planning and External Liaison (SPEL): Interns will support SPEL programs to include: advancing the use of foresight tools in support of GAO’s strategic planning process; managing GAO’s relationship with the International Organization of Supreme Audit Institutions and other national audit officers.

Continuous Process Improvement (CPI): Interns will supports a variety of process improvement and change management activities including gathering and analyzing data, helping facilitate and document results of focus groups, creating written communications.

Federal Accounting Standards Advisory Board (FASAB): Interns will support research to support improvements to federal financial reports. Duties will include planning for focus groups and surveys as well as analysis of results.

Office of the General Counsel (OGC) Legal Support Services Branch (LSSB): Interns will assist Paralegals in a variety of duties, including: supporting PL attorneys in research projects; maintaining a database of non-major rules; editing Procurement Law decisions; supporting the Contract Appeals Board as Board Clerk; ensuring that OGC’s Access to Records database is updated; researching and retrieving GAO and OGC records and historical documents as requested.

Office of Inspector General (OIG): Interns will assist OIG criminal investigators to analyze data relating to GAO employees or operations to include preparing spreadsheets detailing employee related activities and summarize the information to enable the investigator to form conclusions about rule or law violations.

Opportunity and Inclusiveness (O&I): Interns will work with O&I staff on projects related to diversity and inclusiveness issues and collect and analyze workforce data for trends in order to promote and maintain a work environment that is fair, unbiased, and inclusive.

Applied Research and Methods (ARM) Library Services: Interns will conduct reference and research duties in one or more areas of agency interest, including law, legislative activity/procedures, accounting and finance, economics, education, health service, national defense, natural resources, public policy, transportation, telecommunications.

Qualifications

All qualification requirements must be met by the start of the internship.

To qualify for the GS-4 level, you must be currently enrolled in an undergraduate degree program leading to a Bachelor’s degree; and have completed 2 academic years of post-high school study OR an associate’s degree.

An academic year of undergraduate education is defined as 30 semester hours, 45 quarter hours, or the equivalent in an accredited college or university.
