Summary

About the Position: 

The purpose of this position is to manage library services and provide reference and research services in an academic and technical library specializing in military science, military history, leadership, educational theory, management, and other disciplines. Plans and directs library operations based on work requirements of the staff, instructors, and students as determined by existing or anticipated demands or trends. Evaluates existing programs in terms of services offered, content of collection, customer satisfaction and fulfillment of USASSI local and external missions. Formulates library policies and procedures implementing Dept of Defense, Dept of Army, TRADOC, CASCOM and USA Soldier Support Institute regulations and guidance. The Librarian fully supports the SSI mission of building adaptive leaders and capabilities across the Human Resource and Finance Management domains; promotes research, intellectual inquiry and lifelong learning, including digital literacy; encourages collaboration, team-work and dialog in the learning environment.

Help

  • REFERENCE AND RESEARCH. Conducts extensive searches for information using general and specialized print and online and web-based research tools in response to research and reference questions by assembling data from a variety of sources, including extracting information from original sources, subject matter experts, personal and professional contacts, unpublished paper/studies, information repositories, as well as grey literature and ephemera
  •  CATALOGING. Performs original or modified descriptive cataloging, subject analysis, and classification of a wide variety of specialized information in all formats
  • DOCUMENT DELIVERY. Identifies and locates material which is not readily available from such sources as OCLC, and including unpublished material such as draft reports.
  • CUSTOMER SERVICES. Provides bibliographic instruction and class-room briefings. Conducts Library tours. Trains customers in the utilization of end-user products and a variety of research and reference electronic and print materials
  • COLLECTION DEVELOPMENT. Reviews and selects books, periodicals, reports, electronic and other products for inclusion in the library collection
  • AUTOMATION SUPPORT. Maintains Web sites: creates online bibliographies and maintains SSI Library Sharepoint sites. May use standard web authoring tools

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience providing comprehensive reference, research, advisory, evaluative, and Instructional services to the patrons of a library. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of library principles, concepts, and methodology
  • Knowledge of Cataloging
  • Ability to communicate
  • Ability to manage a library
  • Skill in Automation

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify.  For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

 

Basic Requirement:
All librarians must meet the requirements for professional education in library science or possess equivalent experience and education. You must either meet option "A" or "B" below in order to qualify.

A. Completed a one full academic year of graduate study in library science from an accredited college or university, in addition to completion of all work required for a bachelor's degree; (Note: You must attach a copy of your transcripts with this application package for verification).

                                                OR

B. Have at least 5 years that include a combination of college-level education, training, and experience. To qualify on this basis, you must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
