This position is located in the Department of Defense Office of Inspector General (DoD OIG), Deputy Inspector General for Administrative Investigations (AI) Front Office. AI is comprised of the Investigations of Senior Officials Directorate (ISO), the Whistleblower Reprisal Investigations Directorate (WRI), and the DoD Hotline. AI is responsible for conducting or performing oversight of all DoD investigations into allegations of misconduct involving senior officials; (2) implementing the DoD Whistleblower Protection Program which includes conducting or performing oversight of all DoD investigations into allegations of reprisal for whistleblowing made by DoD personnel, training reprisal investigating officers, and performing educational and outreach activities on whistleblower rights and protections; (3) operating the DoD Hotline which includes the receipt and referral of allegations of fraud, waste, abuse, mismanagement, and threats to public health and safety; and (4) formulating and issuing DoD policy; and formulating and issuing investigative policy and procedures manuals and guides. AI Develops and implements a DoD-wide program for educating employees on prohibitions, rights and remedies under whistleblower protection statutes. These statutes include the Inspector General Act of 1978, as amended; the Whistleblower Protection Act of 1989; 10 U.S.C. 1034 (military members); 10 U.S.C. 1587 (nonappropriated fund employees); 10 U.S.C. 2409 (contractor employees); Presidential Policy Directive 19 (intelligence personnel); and 5 U.S.C. 2302 (civilian appropriated fund employees).

Duties

Help

  • Reviews written products including reports of investigation, policy documents, investigations policy and procedures manuals and guides, and ensures they are written in accordance with professional standards.
  • Recommends edits as required for readability, tone and style to be suitable for the intended audience.
  • Reviews and verifies information in consultation with investigators.
  • Recommends new presentation formats to ensure material is presented clearly and in accordance with established templates and correspondence guides.
  • Ensures clarity and correctness of spelling, grammar, and punctuation.
  • Ensures that statements are complete, clear, and logical; that technical terminology is uniform; that syntax and expression are consistent; and that report organization is logical and conveys the desired emphasis.
  • Reviews draft policy documents for adherence to the DoD Issuances guidelines.
  • Independently develops complex training material on report preparation, writing techniques, and technical writing matters (e.g., punctuation, grammar, capitalization).
  • Establishes and operates in a SharePoint environment for editorial collaboration and organization of written products.

Other Position Requirements

Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.

The incumbent of this position is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with the DoD OIG.

If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.

The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-11 level in the federal service or at an equivalent level. Specialized experience is defined as: applying Plain Language style, correspondence guidelines, and editorial practices.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:

  • Knowledge of Plain Language style, correspondence guidelines, and editorial practices
  • Advanced writing skills
  • Skill in editing reports, studies, journals, and professional publications
  • Skill in using Microsoft Word, SharePoint, and desktop publishing software
Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

All qualification and time-in-grade (if applicable) requirements must be met by the closing date of this announcement.
